PAUL HENKIN
I do not support creating a Community Facilities District or issuing city/taxpayer-sponsored bonds for the Citrus Bay project. Calling it a Community Facilities District by the way really obfuscates that this is a special tax so that the city can issue bonds at taxpayer expense. I think that the developer, if that interested should pay for the whole deal himself or herself.
For the City to tax residences in that district $2,702 to $2,812 and every year for 10 years to pay the bonds back is not only ridiculous when we need affordable and homeless housing but is also inflationary for all of us, citizens and visitors alike.
Additionally, most homebuyers do not consider special taxes when they buy a home. If they did, it might discourage them from buying.
Adopt resolutions: A) Approving the proposed boundaries of proposed Community Facilities District No. 2024-1 (Citrus Bay) (“CFD No. 2024-1”), declaring the intention of the City Council to authorize the formation of the proposed CFD No. 2024-1, levy a special tax, and set a time and place for the public hearing; and B) Declaring the necessity to incur bonded indebtedness.

The Regional Task Force on Homelessness (RTFH) strongly supports this item as it directly aligns with the Regional Community Action Plan to Prevent and End Homelessness in San Diego (Regional Plan). One of the System Goals of the Regional Plan is to “Aggressively Expand Permanent Housing Options” by developing new affordable and supportive units as one of the key strategies to accomplish that goal. Homelessness is solved by housing and the provision of supportive services for those who need them. The establishment of affordable housing, including units dedicated to permanent supportive housing, will provide a critical component in the City’s overall approach to preventing and ending homelessness in Chula Vista. Chula Vista is a critical City leading in the work, and we deeply support their efforts. Wakeland is a trusted partner of RTFH, and has developed several affordable housing and permanent supportive housing programs throughout the county. We urge the Council to support this action.
PAUL HENKIN
The Staff Report says this is a Permanent Supportive Housing Project (PSH,) a form of housing that pairs long-term housing with low barriers to entry at an affordable cost with intensive supportive services designed to address the individual needs of residents. PSH is widely considered a best practice for ensuring the long-term stability of chronically homeless individuals, especially those in need of treatment for substance dependency or mental health challenges
The site at 610 Paseo Del Rey near a school and a cannabis (pot shop) dispensary. It does not make sense to house dependency or mentally-challenged individuals at this location. Proximity to these things is apparently the reason the Board of Supervisors just rejected a homeless shelter in Spring Valley.
I agree with Nicole that this is the wrong place for housing for severely mentally disturbed individuals or chronic drug addicts.
Please reject this proposal.
Nicole
I am very concerned about housing for severely mentally disturbed individuals being built right next to a very popular Montessori pre-school. The grounds are shared and children are often outside, playing together when they get out. Such a proximity to the school creates a safety risk and I believe will be detrimental to the school as a business as parents may no longer want to send their children there.
Additionally, there is a cannabis dispensary right across Telegraph Canyon Road. Is that really the best place to put people who may be recovering from substance abuse issues? I think if the housing was for the elderly, or families, that would be acceptable. But to make it specifically for the mentally ill is not a good decision.

PAUL HENKIN
SANDAG has not done a very good job with Transnet. The programmers it hired and the program manager it hired separately failed to inform the SANDAG Board for 6 years that the toll system on the SR125 was defective and mischarged about 45,000 people. Apart from this, it failed to complete several of the promised projects from the Transnet tax.
In addition, some of the cost estimates I've seen at SANDAG are based on 2020 or 21 data - a few even older.
These projects are not well defined and are based on estimates, so the work may stop halfway? The following are most concerning:
CHV35: Traffic Signing. Studies and Signal Upgrade including vehicle and bike detection systems - SANDAG is currently doing VMT (Vehicle Miles Travelled) studies, which would be used to restrict our movements (or tax them by the mile, or hour, or minute.) Vehicle and bike detection systems installed by SANDAG may be a prelude to a SANDAG-run VMT system. I do not think that SANDAG could properly run this without major organizational changes.
CHV45: Traffic Monitoring Program - More VMT, and is this going to be external monitoring or is SANDAG going to get you to install monitors on some or all cars & vehicles within your jurisdiction.
We should have more information before agreeing to SANDAG's plans.
