SUMMARY
On May 15, 2024 , the Director of Engineering and Capital Projects received six (6) sealed bids for the “Pavement Major Rehabilitation FY 2021-22 (STM0408)” project. After review of the bids, staff recommends awarding a public works contract to the lowest responsive and responsible bidder, ATP General Engineering Contractors. Adoption of the resolution would: 1) accept bids; 2) appropriate $350,000 from the available balance of the TransNet Fund to the “Pavement Major Rehabilitation FY 2021-22 (STM0408)” project; and 3) award the public works contract for the construction phase of the project to ATP General Engineering Contractors in the amount of $2,950,987.90.

ENVIRONMENTAL REVIEW
The Director of Development Services has reviewed the proposed project for compliance with the California Environmental Quality Act (CEQA) and has determined that the project qualifies for a Categorical Exemption pursuant to State CEQA Guidelines Section 15301 Class 1 (Existing Facilities), because the proposed project would not result in a signif icant effect on the environment, create a cumulative impact, damage a scenic P a g e | 2
highway, or cause a substantial adverse change in the significance of a historical resource. Thus, no further environmental review is required.

BOARD/COMMISSION/COMMITTEE RECOMMENDATION
