A few comments on this item. The review period for the proposed amendment states that it runs from September 29, 2024 and will conclude on October 29, 2024. The Star News notice states the comment period ends October 30, 2024. Staff is asking City Council to take action now (October 8, 2024). Why not wait until the end of the 30-day review period? Also, the amendment to the Citizen Participation Plan was not made available to the public for a 30-day review and comment period and is not posted on the City's webpage for the public to consider and comment on the proposed updates.

5.5% salary adjustments on salaries in the 300K range when staff are normally offered 2 or 3% increases on average sub 100K salaries. Ask yourself if performance merits this—more murders, traffic accidents, crime in general. Failed Bayfront project. The salary savings mentioned are because city has failed to fill the deputy city manager position, so this is false savings but more so inability to manage its positions.
