More people using town center will increase shopping options. I noticed there are several empty store spaces in the area. This project can bring more shoppers to the area.
Antonio Lizarraga Rios
As a resident of Chula Vista, I am glad this project is finally one step closer to being approved. It will be a great addition to the area.
Martin Arias
This project will enrich the lives of residents by creating a seamless space for living, shopping, dining. The new residential spaces and walkable streets will transform the Town Center into a dynamic neighborhood where life happens. Please support this project.
Tiago Carneiro
As the ownership of Novo Brazil, an existing Town Center tenant, we’re thrilled to see Otay Ranch Town Center’s evolution into a destination that will attract new visitors and increase foot traffic. This project promises a vibrant atmosphere that will benefit businesses and create an exciting environment for everyone.
Yimby Democrats of San Diego County
On behalf of the YIMBY Democrats of San Diego County, we submit our strong support for rezoning the Northwestern Quadrant of Otay Ranch Town Center from Commercial to Mixed-Use Residential. By facilitating housing near key transit and employment hubs, this proposal embodies our commitment to sustainable, inclusive growth across San Diego County. Increased housing options here support market demand, enable better use of urban space, and help reverse segregation’s legacy in our region. This rezone will expand accessible housing, advance economic opportunity, and strengthen the community’s vitality and resilience. As the region's cost of living becomes unattainable, it is necessary to increase San Diego's housing supply.
Genevieve Fong
By expanding walkable areas and adding unique shops and venues, Otay Ranch Town Center will cultivate a modern yet comfortable community feel. It’s a vision of a connected, lively space that will elevate the Town Center experience for everyone. As a working mother who has lived in the area I support and look forward to the modernization! Katia Callahan
This will be beneficial for local businesses, tge actula mall and affordable housing.
Laura Humphreys
We are in need of more housing solutions to deal with the lack of available housing options in our community. This development will provide much needed housing and make good use of available space.
Antonio
Introducing residential to the town center will increase foot traffic and activity in a positive way and a larger selection of residential units in proximity services is needed.
Brenda Aguirre
I am writing in full support of the reimagined Town Center development, which promises to become a true gathering place for our community. This isn’t just about new buildings or infrastructure; it’s about creating a vibrant, inclusive space where community connections can grow. By investing in this development, we are building a hub that will bring people of all ages together—a place where families, friends, and neighbors can gather, shop, play, and create lasting memories.
The new Town Center will foster local businesses, provide safe and welcoming spaces for recreation and events, and promote a sense of pride and unity in our community.
I urge you to support this project as it represents not only economic growth but also an invaluable opportunity to strengthen the bonds within our community.
Mariana Aldaz
More people using the Town Center will increase the shopping options we have available to us.
Carlos Vera
Being able to walk to services is important for sustainable development and reducing our carbon foot print.

Why wasnt this item presented to the Housing and Homelessness Commission?
Homeownership assistance for moderate income households should be a higher priority versus assessibility improvements. The City already has a funding source for assessibility improvements using its HUD Block Grant funding but no funding to help moderate income households to buy a home. Staff told Council at a previous meeting that there wasnt funding to moderate income ("missing middle").
Homeownership assistance was listed as a priority in the State of the City.
Please reconsider the use of PLHA funding.
Since this is a public hearing, please add this comment to the PLHA plan that is submitted to HCD.
Notice of the hearing was given in accordance with legal requirements, and the hearing was held on the date and no earlier than the time specified in the notice.
