Present: Councilmember Chavez, Deputy Mayor Gonzalez, Councilmember Morineau, Councilmember Preciado, Mayor McCann
Also Present: City Manager Kachadoorian, City Attorney Verdugo, City Clerk Bigelow, Deputy Director, City Clerk Services Malone

1. CALL TO ORDER
The meeting was called to order at 4:00 p.m.
2. ROLL CALL
City Clerk Bigelow called the roll.
3. PLEDGE OF ALLEGIANCE TO THE FLAG AND MOMENT OF SILENCE Led by Councilmember Morineau.
4. CONSENT CALENDAR (Items 4.1 through 4.3)

5. ACTION ITEMS
5.1 Millenia Library Building: Report on Project Construction and Budget, Approve Non -Binding Letter of Intent with SDSU, Approve Non -Binding Letter of Intent with Chula Vista Ent ertainment Complex, LLC, Appropriate Funds and Eliminate Interfund Loan
Councilmembers Preciado and Morineau announced that they both received salaries from San Diego State University, but that the government salaries did not constitute conflicts of interest on the item.
Assistant City Manager Allen gave a presentation on the item, with remarks made by Assemblymember David Alvarez, SDSU Interim Vice Provost Sonja Pruitt -Lord, and, representing CVEC, Aaron Roberts, Keely Kemp, and Shawn Walchef.
Robert spoke in opposition to the item.

CHULA VISTA APPROPRIATING FUNDS TO COMPLETE CONSTRUCTION OF
THE MILLENIA LIBRARY AND OFFICE BUILDING AND ELIMINATING AN
ASSOCIATED INTERFUND LOAN BETWEEN THE TRUNK SEWER CAPITAL
