FIRE FOUNDATION
December 26, 2024
City of Chula Vista
Attn: Mayor John McCann & City Council
276 4th Avenue
Chula Vista, CA 91910
Dear Mayor McCann & City Council:

The San Diego Regional Fire Foundation (Fire Foundation) is pleased to award the City of Chula Vista a grant to support the Chula Vista Fire Department's Fuels Crew.

The grant total is $45,650. These funds are to be used to fund one-third of the eighteen-week project for the Chula Vista Fire Department's Fuels Crew work in the Otay River Valley as outlined in their grant application.

The work is scheduled to begin in September 2025. The funds will be provided to the City of Chula Vista on a reimbursement basis once supporting documentation of the expenditures is provided to the Fire Foundation.

This is the same procedure established for the Fire Foundation's grant for the Chula Vista Fire Department's acquisition of the Chipper, the Skid Steer, and Type 6 Fire Engine (scheduled for 2025).

This grant is made by the Fire Foundation through funding it received from the San Diego River Conservancy for the purpose of minimizing the potential impact of wildfires in the Otay River Watershed in the City of Chula Vista and with the Fire Foundation's goal of making San Diego the Safest County in the Nation.

By accepting this grant, the City agrees to use the funds for the purposes set forth in this letter and to provide reports and other information as detailed below:
• Display the signage provided visible from the nearest public roadway while the Fuels Crew is conducting the Otay River Valley hazardous fuels mitigation work. • Provide a Progress Report containing impact metrics including acres treated as described in the grant application including high resolution pre- and post-project implementation photo documentation by November 1, 2025.

Provide a Final Report of the $45,650 Grant funds by March 31, 2026. The Final Report must include:

Reporting using impact metrics described in your grant application including the number of acres treated and also including high resolution photo documentation of pre and post project implementation of the Fuels Crew work
A detailed listing and invoices or receipts for all actual project expenditures and information on any grant funds unspent as of March 31, 2026.

A discussion of the impact and outcomes of your program and stories about how your community has benefitted from the grant including a quote from the Fire Chief.

Any unspent funds as of March 31, 2026, must be returned to the Fire Foundation unless there is a written agreement between the City and the Fire Foundation and a plan on how and when the funds will be used.

Work with the staff of the San Diego River Conservancy to develop shape files and maps of vegetation treated.
