The Mayor used the State of the City to campaign for Supervisor and co-opt the Tijuana sewage crisis. There should also no have been reserved and paid seating. This was all done in poor taste.

Sara Ochoa
Before the State of the City was held outside Gaylord resort last Tuesday, I joined concerned neighbors holding protest signs questioning Mayor McCann regarding recent news reports.

We stood far from the event. Signs included “Chula Vista Deserves to Know… McCann: Do Your Profit from Your Council Votes?” and “Follow the Money …Amara Bay” (re: report related to McCann’s financial interests and Amara Bay Real Estate, and his potential financial gain following his votes approving the Gaylord development), and “Release the Trump Letter – Top Secret” and “Get Out of Jail Free By Donating to John McCann” (re: his letter requesting clemency for a felon who was released, then joined associates to contribute $58,000 in mayoral campaign donations benefiting McCann).

Prior to the event, three CVPD officers told us Mayor McCann directed them to tell us we were required to move to a grassy area (he pointed to an area not viewable from the event) once the event started. I replied that we were not being loud nor disruptive and that the event was listed as open to the public. The officer reiterated that we were required to move, per the Mayor.

The Mayor abused his power by directing these officers to prohibit our free speech. No “free speech zone” had been publicized. He should answer the community regarding Amara profits related to votes he took, the Trump letter, and many other concerns related to his years of public office and private gain, and not abuse his power to silence us.

Twenty-one minutes are scheduled for the public to address the City Council for three minutes each on any matter within the jurisdiction of the City Council that is not on the agenda. The remaining speakers, if any, will be heard during the continued Public Comment period.

15.2 Public Employee Appointment Pursuant to Government Code Section 54957(b) Public Comments
Jessica Ashton
The City Council should complete a nationwide recruitment for a new City Manager.

There is no trust in the current administration (Deputy City Managers: T. Allen, C. Chase and M. Little). Also, Community Members and Employees should be sent a survey on their thoughts on who should run the second largest City in San Diego County. Bring back Gary Halbert as Interim City Manager while a recruitment takes place. Thank you Jenne
It should not be Maria, she knows who she wants & is going to skip on to the Chamber of Commerce Board like Former Deputy Mayor Alonso Gonzalez. She does not have the City's interests at heart. She just wants Tiffany to carry her torch.

Concerned Residents and Employees
I hope that you will consider an actual recruitment to find the best and most qualified candidate for this important role for the City. Stop appointing key roles (Exec Team, Directors and Asst Directors) from within the organization and look outside of the organization. This is in the best interest of the residents, City and the City's employees.

Staff
Please conduct a nationwide search as normally done. There is no current employee ready to take on this role.
