Honorable Mayor and Chula Vista City Council June 6, 2025 My name is JosephA. Raso, a resident of Chula Vista, and I am writing to respectfully requesta changeto the Council' s proceduralrules to allow individual Council Members an opportunity to place an item on the City Council agendafor discussion.
In the past Chula Vista residents have been stymied in their efforts to rectify the simplest problems confronting our community. Until now many in our community have been at a loss to understand why City Council members are unable to perform their simplest of duties.
Currently, the requirement that a majority of Council Members must agree in order to place an item on the agenda for simple discussion limits the ability of our electedrepresentativesto bring forwardissuesof concern to their constituents. This procedure can suppress healthy public discourse and prevent emerging or minority viewpoints from being heard.
Allowing individual Council Members to place an item on the agenda for discussion by simply making a "Motion" followed by another Council Member' s " second" would:
Increase transparency and responsiveness to the public; Encourage open debate and a broader range of perspectives; Reflect democratic principles by giving all elected officials an equal opportunity to represent their constituents.
Other major cities in California, including San Diego and Los Angeles, allow Council Members to docket discussion items individually. Chula Vista should follow suit and adopt a more open and inclusive approach.
I respectfully urge you to place this procedural rule change on a future agenda and vote to allow individual Council Members to place items for discussion.
Thankyou for your serviceandfor consideringthis request.
Sincerely,
