RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
CHULA VISTA APPOINTING TIFFANY ALLEN AS CITY
MANAGER EFFECTIVE OCTOBER 3, 2025 , AND
APPROVING THE CITY MANAGER EMPLOYMENT
AGREEMENT
WHEREAS, subsequent to receiving notice of current City Manager Maria Kachadoorian’s proposed retirement, the City Council convened in closed session to discuss options for filling the City Manager position; and
WHEREAS, after deliberation, the full City Council unanimously agreed to authorize the Director of Human Resources/Risk Management and City Attorney to negotiate a contract with Tiffany Allen for the position of City Manager; and
WHEREAS, Director of Human Resources /Risk Management and City Attorney have prepared and presented Ms. Allen with the terms and conditions described in the City Manager Employment Agreement, attached hereto as Exhibit 1; and
WHEREAS, Ms. Allen has accepted the offer subject to the terms and conditions described in the City Manager Employment Agreement; and
WHEREAS, the full City Council unanimously agreed to select Tiffany Allen for the position of City Manager subject to approval of the City Manager Employment Agreement at a regular meeting of the City Council.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Chula Vista, that it appoints Tiffany Allen as City Manager of the City of Chula Vista effective October 3, 2025.
BE IT FURTHER RESOLVED by the City Council of the City of Chula Vista, that it approves the City Manager Employment Agreement, between the City and Tiffany Allen, in the form presented, with such minor modifications as may be required or approved by the City Attorney, a copy of which shall be kept on file in the Office of the City Clerk, and authorizes and directs the Mayor to execute same.
