ENVIRONMENTAL REVIEW

Not applicable.
DISCUSSION
The Chula Vista City Council considered and advanced an Electric Micromobility Vehicle Ordinance on July 8, 2025.
The definition of a Class IV facility in the proposed ordinance, Chula Vista Municipal Code Chapter 10.73.080 (C)(2), needs to be revised and defined as a separated bikeway rather than a bike bicycle boulevard.
This change requires the ordinance be placed on first reading.
Next Steps
If the Council places the ordinance on first reading this evening, staff anticipates bringing it back for a second reading and adoption on August 5, 2025, to be effective September 4, 2025 (30 days after second reading).
DECISION-MAKER CONFLICT
Staff has reviewed the decision contemplated by this action and has determined that it is not site-specific and consequently, the real property holdings of the City Council members do not create a disqua lifying real property-related financial conflict of interest under the Political Reform Act (Cal. Gov't Code § 87100, et seq.).
Staff is not independently aware, and has not been informed by any City Council member, of any other fact that may constitute a basis for a decision-maker conflict of interest in this matter.
CURRENT-YEAR FISCAL IMPACT
Current-year net fiscal impacts are anticipated to be minimal and will be absorbed in the existing budget.
ONGOING FISCAL IMPACT
Actual ongoing fiscal impacts will vary. Expenses will vary based upon time expended by staff in conducting outreach, education, and enforcement. These expenses will be offset to some degree by citations issued for violations of Chapter 10.73.
Staff will monitor program costs and citation revenues and may return with adjustments to penalties and/or additional fees in the future, if appropriate.
