BOARD/COMMISSION/COMMITTEE RECOMMENDATION
Not applicable.
DISCUSSION
The mission of the California Office of Traffic Safety (OTS) is to administer traffic safety grant funds to reduce traffic deaths, injuries, and economic losses . The Chula Vista Police Department (“Police Department”) has been awarded several OTS grants in prior years, including the Serious Traffic Offenders Program (STOP), Comprehensive Traffic Safety Program, DUI Enforcement Program, and the Selective Traffic Enforcement Program (STEP). These grants have strengthened the Traffic Unit by funding new positions, enforcement operations, and equipment.
The Police Department has received $100,000 in grant funds (“Grant Funds”) from OTS to support the Pedestrian and Bicycle Safety Program (“Program”). The grant period runs from October 1, 2025 through September 30, 2026.
During this time, the Police Department will coordinate with Circulate San Diego to implement Program activities. Circulate San Diego will provide services including traffic safety education, community outreach, organized bike rides and walks, and the distribution of safety materials at community events. These activities will be delivered in multiple languages to engage diverse community members and advance the goals of the Program.
Circulate San Diego is a nonprofit organization with extensive experience in traffic safety education, pedestrian and bicycle planning, and community engagement. The organization regularly partners with local governments, school districts, and other entities to deliver programs such as Safe Routes to School, pedestrian safety training, community workshops, and transportation planning projects. It has a demonstrated record of implementing traffic safety initiatives across the San Diego region.
The City's agreement with Circulate San Diego will be for $99,400 and will run for one year, beginning October 1, 2025, and ending September 30, 2026, consistent with the OTS grant period for the Program. The agreement will be fully funded by Grant Funds.
The OTS grant also provides $600 in indirect funding to cover administrative costs.
