DISCUSSION
The mission of the California Office of Traffic Safety (OTS) is to administer traffic safety grant funds to reduce traffic deaths, injuries, and economic losses . The Chula Vista Police Department has been awarded several OTS grants in prior years, including the Serious Traffic Offenders Program (STOP), Comprehensive Traffic Safety Program, DUI Enforcement Program, and the Selective Traffic Enforcement Program (STEP ). These grants have strengthened the Traffic Unit by funding positions, enforcement operations, and equipment.
The Police Department has received funding from OTS for the 2025–2026 grant period (the “Grant Funds”) to support the Selective Traffic Enforcement Program (the “Program”). The grant period runs from October 1, 2025 through September 30, 2026. During this time, enforcement operations under the Program will be conducted on an overtime basis.
Program-funded operations will include DUI and driver lic ense checkpoints and DUI saturation patrols, aimed at reducing deaths and injuries from alcohol-involved collisions. Distracted driving enforcement will focus on drivers using hand -held cell phones and texting. Additional operations will address motorcycle safety, as well as bicycle and pedestrian safety.
In addition to enforcement, the Program will fund traffic safety educational presentations. These presentations will cover distracted driving, DUI, speeding, bicycle and pedestrian safety, seatbelt use, an d child passenger safety, with the goal of increasing awareness and improving community safety.
Grant Funds will also support training and the purchase of supplies and equipment needed for traffic operations.
