BOARD/COMMISSION/COMMITTEE RECOMMENDATION
Not applicable.
DISCUSSION
The Project will replace the existing bridge across the Otay River on Heritage Road, south of Main Street. The bridge provides a critical mobility connection between the City of Chula Vista and the City of San Diego’s Otay Mesa community to the south.
The existing structure is a four-lane facility configured with one northbound lane, one southbound lane, and a median providing expansion capacity of two lanes. The Project will add two additional lanes, resulting in a 6-lane primary arteria l roadway. The City of San Diego determined that traffic volume resulting from anticipated development in Otay Mesa , south of the City of Chula Vista will require the segment of the Heritage Road bridge to be replaced as a 6 -lane primary arterial to accom modate the anticipated future growth of the Otay Mesa area. T his project is identified in the Otay Mesa Public Facilities Financing Plan (PFFP) adopted by the San Diego City Council on July 15, 2015, by Resolution R -309815 as Heritage Road/Otay Valley Road, AS Project No. OM-T-16.2.
On October 8, 2024, the City Council awarded the construction contract to Flatiron West, Inc. The Project is funded through the City’s Transportation Development Impact Fee (TDIF) Fund and a grant from the Federal Highway Bridge Program. In recognition of the regional mobility benefits, the City of San Diego has agreed to contribute an amount not to exceed $2,000,000 toward construction costs.
Staff recommends approval of the Contribution Agreement with the City of San Diego to secure this funding for a portion of costs, which will alleviate traffic impacts associated with the City of San Diego’s Otay Mesa buildout.
DECISION-MAKER CONFLICT

Consequently, this item does not present a disqualifying real p roperty-related financial conflict of interest under California Code of Regulations Title 2, section 18702.2(a)(7) or (8), for purposes of the Political Reform Act (Cal. Gov’t Code §87100, et seq.).
P a g e | 3
Staff is not independently aware and has not been inform ed by any City Council member, of any other fact that may constitute a basis for a decision-maker conflict of interest in this matter.
CURRENT-YEAR FISCAL IMPACT
Approval of this resolution will appropriate $2,000,000 from the Capital Improvement Fund (F und 713) to CIP STM0386 (Heritage Road Bridge Replacement) to cover a portion of construction costs. Pursuant to the Contribution Agreement, funds received from the City of San Diego will offset these expenses. Funding to cover the City’s remaining share of Project costs is already included in the existing budget for CIP STM0386.
Therefore, this action results in no additional current -year fiscal impact to the Highway Bridge Program or the Transportation Development Impact Fee Fund, and no impact to the General Fund.
ONGOING FISCAL IMPACT
The proposed appropriation will have no ongoing fiscal impact related to the Project. All costs associated with the completion of CIP STM0386 will be covered within the project’s budget. Upon completion of the Project, the improvements will require routine street maintenance which will be addressed through the annual budget development process.
