Good evening. I’m asking Council to provide basic oversight of CVPD’s Flock ALPR program and inter-agency data sharing.
I have a signed Mountain View Police Department ALPR data-sharing letter naming CVPD as the recipient, confirming that cross-jurisdiction ALPR access is already active. While CVPD’s policy references a 30-day purge for ALPR detections, that promise has meaningful caveats: legal holds and “hits,” cross-agency copies via statewide networks, vendor backups/exports, and separate retention of access/audit logs (commonly ~2 years under SB-34 practices). If the 30-day rule is real in practice, the public should see proof.
Please direct staff to:
Publish a current map/list of all Flock camera locations;
Release annual outside-access audits and query logs identifying every agency/vendor that accessed CVPD ALPR data, consistent with SB-34 (Cal. Civ. Code §§1798.90.5–.55);
Adopt a short retention limit (e.g., 14–30 days) with automatic purge and a monthly public purge/exception report;
Post clear signage at camera locations; and
Calendar a public hearing on surveillance governance to take community input.
For reference, I have three active CPRA matters seeking these records and audits: #P001860-072825, #R005911-082225, and #R006133-100925. I’ve also provided the Mountain View → CVPD evidence to the City Clerk for the record.
Residents deserve to know where we’re recorded, who sees that data, and how long it’s kept. Thank you.
John Acosta, Chula Vista resident, spoke regarding a recent community meeting and other matters Adrienne Turner, Chula Vista resident, spoke regarding billing matters with Republic Services.
Joann Fields, Chula Vista resident, spoke regarding events surrounding Filipino American History Month.
Robert Johnson spoke regarding transparency.
Admiral Rivera, Chula Vista resident, spoke regarding various matters.

Hello,
My name is Vidal Espinos and I live at 420 Milagrosa Circle Chula Vista CA 91910 in District 1.
I wrote to Councilmember Carolina Chavez in regards to the Oct 21 Council Meeting Item 8.3 in support of naming the new park Filipino American Veteran Park.
Over the past three years, members of the Filipino community, particularly our veterans, have worked closely with Mayor John McCann to identify a site to honor their service to our country.
Despite delays due to financial challenges, the vision is finally moving forward. However, an alternative name, “Bayani Park,” was introduced without the input or consensus of the community.
I strongly support the Filipino American Veteran Park project— this honors the courage, service, and long-standing contributions of the Filipino American community.
For generations, Filipino Americans have played a vital role in our nation’s history, from their service in the U.S. Armed Forces to their deep roots and leadership in San Diego County and Chula Vista.
This park will serve as a meaningful space to celebrate Filipino heritage, preserve cultural traditions, and honor the sacrifices of Filipino American veterans who have given so much for our freedom.
This symbol of recognition is long overdue —It will provide a legacy of the Filipino American community for generations to come.
On October 21 Council Meeting I URGE Councilmembers to vote in support of the new park Filipino American Veteran Park NOT any other name.

Mayor McCann made a motion, seconded by Councilmember Preciado, to adopt the resolution with the park name “Filipino American Veterans Park.” Councilmember Inzunza made an alternate motion to direct City staff to explore the creation of a larger community-scale park celebrating the Filipino community, based on a proposal submitted by South Bay Filipino community leaders and supported by the Filipino American Military Officers Association, including consideration of relocating the Veterans Monument and incorporating Filipino design themes. The motion died due to lack of a second.
Councilmember Fernandez made an alternate motion to bifurcate the item to approve the Park Master Plan and take action to name the park separately, following the formal naming process recently established by the City Council. The motion died due to lack of a second.

12.2 Deputy Mayor Chavez: Consider Making a Referral to the City Manager to Explore and Report Back to the City Council on Opportunities to Expand Senior Programming and the Potential Establishment of a Senior Center on the East Side of the City Public Comments
Kim Vo
As Deputy Mayor Chavez clearly said, "accessing this facility is a challenge. As our senior residents find it more difficult to drive, and with bus stops often more than 30 minutes away, walking -- it becomes increasingly important to bring services closer to where they live" (Oct 7 2025, video 3h47m).
I agree it is important to bring services closer to where people live, and am not opposed to the first senior facility in East Chula Vista.
This does not resolve seniors' issue that want to visit Norman Park in West Chula Vista. The standing issue persists that East Chula Vistans cannot readily enjoy public attractions, places, and sights in West Chula Vista because of travel options.
I greatly look forward to expanded MTS routes, schedules, and stops to support the 704, 705, 709, 225+712 bus routes that connect the 2 halves of this city.
Chuck Sanfilippo spoke in support of the item.
