RE: Initial ServiceRequestfor Utility Connection permit for Storm Drain on H Street, ChulaVista Pleasefind attached a response packageto your questions sent via e-mail to JesusGarciaof Bowman Engineering on 4/ 23/ 2025. Since that correspondence, a new lead Civil Engineer, Trish Jones, from Bowman is on the project tiones@bowman. com).

Question / Request for Additional Information:

1. Pleaseprovide a map of current active and inactive storm drain infrastructure at the site Response: See Exhibit 1 for the southern watershed of the site, which drains to the Port of San Diego MS4. The northern watershed drains to the City of ChulaVista MS4via the public drain in GStreet.

2. Pleaseprovidea mapof proposedstormdraininfrastructurethat maydrainto a Portdrain Response: See Exhibit 2 for the southern watershed of the site, which drains to the Port of San Diego MS4. The northern watershed drains to the City of ChulaVista MS4via the public drain in GStreet.

3. Wehavebeenprovideda preliminarydemolitionplan, but are missingthe plannedfuture improvements — please provide
Response: Referto the City of ChulaVista RoughGrading Plans (Sheets18-23). These sheets show the design and construction of the former on -site, private storm drain line to drain surface flow from the site. This backbone storm drain connects to the existing 60" drain near the southwest corner of the site.

4. Pleaseprovide proposed BMPsfor thesedrains
Response: See the BMP Exhibit for outflow locations. The Rough Grade Permit set indicates BMPs consistent with the SWPPP and Construction General Permit on the Erosion Control Sheets. Permanent BMPs are not yet finalizedandwill bepermittedundera separate, future PreciseGradingPermitfor future development. For reference, the draft Stormwater Quality Management Planis included, indicating permanent BMPs contemplatedperthe project -levelanalysiswithin the EIRfor the RohrWohlSpecificPlan.

5. Pleaseprovideproposedplan to containexistinggroundwatercontaminationonWohl'ssite Response: Referto the Cityof ChulaVistaRoughGradingPlansfor engineeringcontrolssuchasslurrybackfill and cutoff walls. See also the memo in response to Question 6 for additional detail. b. Concern is that these new drains will create a preferential pathway for migration of contaminated groundwater
Response: In addition to the Soil & Soil GasRemediation Action Plan, the project is required to implement a Groundwater Remedial Action Plan ( RAP) to reduce and contain contaminated groundwater.

The attached GSI Environmental memo details the storm drain design measures, including ensuring that storm drain lines within or near contact with groundwater will have their trench backfilled with slurry to prevent migration corridors, and concrete cutoff walls will be utilized to relieve uplift forces by groundwater in some locations. This design approach is consistent with the 2011 H Street Extension Plans.

D E V E: L. 0 P M E N T I N V E S T M E N T M A N A G E M E N T Has the proposed plan, with relevant design elements highlighted, been submitted to the Water Board, requestingtheir reviewandopinionaboutthe adequacyfor preventinggroundwatermigrationalongstorm drain alignments?
Response: Yes. The Groundwater RAP requires the owner to submit verification to the Water Board that engineering controls minimize the potential for groundwater infiltration into the storm drain and limit migration of impacted groundwater within the storm drain trenches.

8. Hasthe Water Board issuedany opinions? If so, pleaseprovide.

Response: The California Regional Water Quality Control Board, under the direction of Tom Alo at the Site Restoration & Groundwater Protection Unit, has indicated they will not offer an opinion or approval of the design, but the memo by GSIEnvironmental will be posted on Geotracker.

9. What studies are currently available to assistin storm water review? Hasa hydrology study beenperformed? Response: Seethe provided DrainageStudy by Bowman, which analyzesthe proposedfuture development. The backbonestormdrainsystemdepictedonthe RoughGradingPlansprovidesconnectionpointsfor thefuture Building Permit system to connect to once approved.
