DISCUSSION
Meals-On-Wheels of San Diego County currently occupies 1,096 square feet of office and support space on the second floor of the Norman Park Senior Center to coordinate senior meal delivery services within Chula Vista and the South Bay region. Meals-on-Wheels empowers seniors and veterans by nourishing their minds, bodies, and spirits to remain independent through the delivery of nutritious, subsidized meals, safety checks, and social interaction. Their goal is to combat senior hunger and isolation by providing these vital services to homebound individuals in San Diego County.
The organization is anticipating a service expansion in partnership with the San Diego Food Bank to address emerging food access challenges in the community. To support this expansion and additional staffing needs, Meals-On-Wheels has requested an increase in office and support space by adding approximately 274 square feet of office space within the facility.
From December 1, 2025 through June 30, 2026, Meals-On-Wheels will pay an additional $260.30 per month in rent for a total cost increase of $1,822.10 over the seven (7) months beginning December 1, 2025. The additional space is available within the Center and can be accommodated without displacement of senior services or programming. Approval of this amendment will enable Meals-On-Wheels to increase local service capacity and continue providing nutrition support to the community.
DECISION-MAKER CONFLICT
Staff has reviewed the property holdings of the City Council members and has found no property holdings within 1,000 feet of the boundaries of the property which is the subject of this action. Consequently, this item does not present a disqualifying rea l property-related financial conflict of interest under California Code of Regulations Title 2, section 18702.2(a)(7) or (8), for purposes of the Political Reform Act (Cal. Gov’t Code §87100, et seq.).
Staff is not independently aware and has not been inf ormed by any City Council member, of any other fact that may constitute a basis for a decision-maker conflict of interest in this matter.
CURRENT-YEAR FISCAL IMPACT
Approval of this amendment will result in a modest increase in lease revenue to the City in the current fiscal year associated with the additional 274 square feet of office space.
ONGOING FISCAL IMPACT
The amended lease will provide an ongoing increase in annual lease revenue to the City for the term of the agreement. This additional revenue will help offset operating costs at the Norman Park Senior Center and will be incorporated into future budget development processes without the need for additional General Fund support.
