My brother worked at the library on Orange. We have the same last name if you wanna double check. Don't play in my face & act like you're gonna do the right thing with this grant because if you were you wouldn't set it up so ONLY the City Manager can do what she wants outside of the scope of this grant & the resolution doesn't include library staff to have input on the allocation and appropriation.
Who do you need to give the check too? Baldwin & Sons?
Jenné
from YOUR generated staff report:
"Approval of this resolution accepts $61,668 in grant funds from the California State Library and amends the fiscal year 2025-26 budget by appropriating $61,668 to the Other Expenses budget"
So the Staff Report AND drafted resolution are both saying the Chula Vista City Council will allow the City Manager Tiffany Allen to misappropriate the funds awarded in this grant. Because why is it going to "Other Expenses", what are the other expenses? Pangea? Bre
Why are you allowing the unelected City Manager Tiffany Allen closed door access and the sole person to appropriate library grant funds? Is it because on the legal document you put she can misappropriate the grant funds by hiring third parties? Jimmy
You misrepresented the grant requirements when you drafted a legal document stating Tiffany Allen can misappropriate awarded grant money to third parties when the grant specifies otherwise.
According to the legal document you will be allowing the City Manager Tiffany Allen to hire third parties with this grant money. The actual grant literally specifies it is NOT to be used to hire 3rd parties.
Why is Joy Whatley on the grant but not allowed to appropriate the money? The highest paid person who is unelected and has closed door access to tax money is allowed to appropriate it? Jenné
I read all 37 pages and you misrepresented what the grant said when creating a legal document allowing Tiffany Allen access to misappropriate awarded grant money.
According to the legal document you will be allowing the City Manager Tiffany Allen to hire third parties with this grant money. The actual grant literally specifies it is NOT to be used to hire 3rd parties.
Will this item be pulled and the legal document you said allows Tiffany Allen to misappropriate a library grant be re written to also include Joy Whatley and enforce the requirements? The following members of the public submitted written comments in opposition to the item:

Public Comment – Request for Freeze on ALPR Expansion
Dear Mayor and Members of the City Council,
I am a Chula Vista resident requesting that the City Council place an immediate freeze on any expansion, renewal, or increased use of the Flock Safety Automated License Plate Reader (ALPR) program until all pending California Public Records Act (CPRA) requests related to this system are fully produced and reviewed.
Multiple CPRA requests seeking ALPR audit logs, data-sharing agreements, vendor integrations, and internal compliance records are still outstanding. Until those records are disclosed, neither the City Council nor the public has a complete picture of how this system is being used or governed.
In addition, information recently published on the Flock Safety Transparency Portal shows that Chula Vista’s ALPR system enables access by a very large number of external agencies across California. This indicates extensive cross-jurisdictional data sharing that warrants Council review before any further expansion occurs.
I respectfully ask the City Council to pause any ALPR expansion and direct staff to return with the complete CPRA disclosures so the Council and the public can evaluate whether current practices align with City policy, SB-34 accountability requirements, and community expectations.
Thank you for your consideration.
Respectfully,
Jeff Shelton
Chula Vista Resident

At the First Friday October 3rd Mayor Joh McCann explicitly stated that the Starlight Parade will not profit and "every dollar donated goes to the parade" and the City isn't paying for anything. How do I know that's true? And unless someone donated to the police, public works, everyone else involved in the Starlight Parade we did in fact use City funds for the parade.

Dear Councilmembers,
I am writing to request your support for installing an all-way stop at the intersection of Zulu Road and Trinity Avenue. Multiple neighbors have already submitted concerns through Act Chula Vista, and the need for action continues to grow.
This intersection presents a significant safety risk for pedestrians. Vehicles often approach at high speeds, and visibility is restricted due to parked cars and the steep hill. These conditions make accidents increasingly likely, and I fear it is only a matter of time before someone is seriously injured.
Considering the number of community requests and the ongoing safety concerns, I respectfully ask that the review and approval process be expedited. This change would greatly improve safety for the many families who walk through this area daily.
Thank you for your time and attention to this important matter.
Sincerely,
Diani Voss
