The report says the City is actively seeking funding to support the development of a new separate Environmental Justice Element for the General Plan, which is on the department priority list for Fiscal Year 26/27. How is it that the second largest City in the region does not have the staff or the funding to complete this document. The City is risking HCD decertifying its 2021-2029 Housing Element for not completing the goals and objectives that were promised to HCD that includes producing an Environmental Justice Element. This document should have been done over 2 years ago as stated in the Housing Element.

What was the recruitment process? Why does the City promote from within for the Executive Team but does not promote staff from within for other City Departments? Jose Gonzalez
WOW! Economy is tanking. CV in a number of lawsuits regarding personnel. 2 DCMs for appointment (not recruited), with 1 DCM in place and 1 currently being recruited so 4 Total Deputy City Managers. Top heavy organization. Then appointment of 2 director positions. No recruitment except 1 DCM. Lack of transparency. Smells like a back room deal of favorites.
