Honorable Mayor & City Council, May 19, 2026
Our city stands at a crossroads. Families are struggling with the rising cost of living. Businessesare worried about public safety.

Homelessnesscontinues to grow. Streets, sidewalks, and infrastructure across our neighborhoods are falling apart while City Hall debatesprocedure instead of solutions.

The people of Chula Vista deserve action, not excuses. Yet too many career politicians on our City Council have created a system designed to protect themselves rather than serve the public. Today, an individual council member is prohibited from even placing an important issue on a future council agenda unless a majority first agreesbehind the scenes. Think about that! Problems affecting our family, our neighborhood, and our future may never even be discussed publicly becausepolitical insiders decide it is inconvenient. That’s not leadership. That’s gridlock. Major California cities, including San Diego and Los Angeles, already provide this opportunity to their Council Members.

No city can solve serious problems when elected officials silence debate before it even begins. Homelessnesswill not disappear through avoidance. Public safety will not improve through procedural games. Infrastructure will not repair itself Written Communications - PC

while politicians worry more about protecting careersthan challenging the status quo.

I have written you five times over the past several months requesting an explanation why you refuse to allow a fellow council member the opportunity to place an item on the agenda.

I have yet to receive the simple courtesy of a response. If you refuse to consider my ideas for improving our city council’s procedures may I suggest your listen to Angelica Martinez.

Angelica Martinez is not a career politician. She is running for City Council to restore accountability, transparency, and urgency to City Hall. Pleaseconsider her views.

You will come to realize, as your District Two Council member, Angelica Martinez will fight to eliminate this self-serving rule so every elected representative has the ability to bring forward our community’s concerns for public discussion and action.

Angelica Martinez will listen to residents, not political insiders.

Angelica Martinez will focus on solutions, not excuses.

Angelica Martinez will work every day to improve the quality of life for the hardworking people of Chula Vista.

The time for delay is over. The time for action is now. Thank You.

Respectfully,
Written Communications - PC
