Why are Housing Funds that are supposed to be used to help homeless, low-income families, seniors being used to fund a shuttle service. We don't have enough affordable housing and people are struggling with rent, food, health care and this is what you think is the best use of $440,000 of Housing Funds. Who decided this and gave input on the use of these funds? No explanation at all in the staff report. Only that the shelter didn't need it.
John Smith
The report states that there is an amendment to the 2025-26 budget by transferring $440,000 in available Chula Vista Housing Authority (“Housing Authority”) funds from the Bridge Shelter (Village at Otay) to CV Community Shuttle for year four (4) of operation. What was the decision making process to determine that "Housing Funds" could be used for transportation services when there is a higher need for shallow rent subsidies, rental assistance and other housing related needs. Also with the reductions to SNAP due to work requirements why is transportation a higher need than other services? Staff should have used the draft Strategic Plan document to determine if the movement of these funds is what the people want. The transportation Circuit program was suppose to be a self-sustaining program where riders pay their fare share. One last comment: Why wasn't additional data presented to show that this is a worthy investment of Housing Funds? The following members of the public submitted written comments in opposition to the item:

Mayor is too busy taking photos than addressing the issues with CVPD His support for Chief kennedy is getting in the way of this city making sure we have a competent chief. She was too busy joining him at events for photos than keeping our community safe! Now she's wasn't to sue for our tax dollars because she was incapable of being professional when a subordinate decided to take off his shirt. She needs to apologize to her department and the tax payers of CV for this circus she created! Melissa H.
I have noticed an increase of Proclamations and social media recommendations being given out by Mayor McCann recently. These businesses all seem to be donating to his re election campaign for Mayor. Just last night he gave away the key to the city to Pitbull for his last campaign attempt before the 6/2 primary election. Mayor McCann needs to focus on the safety of CV residents and address the ongoing issues with the increase in crime in East CV. All he does is take photos, cut ribbons and give out awards to his donors.

I'm writing to support the proposed Transnet Local Street Improvement Program of Projects. I encourage the council to ensure Public Works has the resources it needs to support ongoing maintenance for these projects and council oversight. Public Works currently has a years-long backlog of signal timing issues reported by citizens in ACT Chula Vista. Often, issues require calls and supervisor intervention to get fixed and these new projects could exacerbate the backlog and create more problems than they're trying to solve.
