It is deeply concerning that a new article (https://voiceofsandiego.org/2026/06/12/the-messy-exit-of-chula-vistas-esteemed-police-chief/) raises serious questions about the judgement and character of Chief Roxana Kennedy who, disturbingly, appears to condone the statutory rape of a teenager. In that article, and another written about the original case (https://eastcountymagazine.org/lawsuit-latest-string-sexual-misconduct-claims-el-cajon-police/), her ex-husband Michael Kennedy was convicted of raping a 15 year old in the 90’s. Even more disturbing are reports that Roxana Kennedy was not only VICTIM BLAMING the minor (and perpetuating her trauma) as the trial was ongoing, she stayed with him for over a decade after the conviction.
While Kennedy (and the City who appointed her) seem to think this shouldn’t define her, the public has every right to question what this says about her values. Victim blaming a child in a statutory rape case is reprehensible. For someone entrusted with leading a police department, it raises legitimate concerns about how victims of sexual assault and abuse can trust that they will be taken seriously.
A victim-blaming rape apologist doesn’t belong as the Chief of Police of one of the supposed “safest” cities in the country. It bears the question: Are we actually safe, or do alleged crimes get dismissed on account of victims being deemed “sl**” and “who***”. Last I checked, a badge doesn’t also make you judge and jury.
Chief Kennedy should resign.

As reported by the Voice of San Diego, at today’s meeting the LIUNA 89 Local Labor Union will submit to the City Council a proposal to be placed on the ballot for the upcoming November Elections that would dramatically overhaul our form of city government. Please consider these ramifications:
1. If approved, Chula Vista would be the ONLY California municipality with a population less than 300,000 to have a full-time Mayor and City Council.
2. It would deprive the Mayor and City Council the ability to fully negotiate labor contracts for its public safety employees.
3. It would negate the prior vote of the Chula Vista residents who limited the terms of the Mayor and City Council to two full terms – and no more.
4. It would bypass the Charter Review Commission who were appointed to consider ANY measure to reform our City Government.
Finally, if the Mayor and City Council approve this measure to be placed on the November ballot – and open support it – the political ramifications for those seeking reelection in 2026 and 2028 may be severe. The residents know this is a blatant quid pro quo masquerading as political reform. Choose wisely.

Zack Defazio-Farrell
Dear Mayor McCann and Members of the Council:
On behalf of the YIMBY Democrats of San Diego County, I urge the Council to adopt staff’s recommendation and approve Resolutions A and B, committing up to $4,000,000 to the Park Hill UMC development at 545 East Naples Street. This project will help Chula Vista meet its Regional Housing Needs Allocation obligations for lower-income housing and provide much needed homes for its residents. The city’s Housing Element makes the case for this project, committing in Goal 3 to “create opportunities for affordable housing, particularly in vulnerable areas and in areas of opportunity,” and in Policy 3.4 to site such housing where it “will provide access to areas of high opportunity.” Park Hill does exactly that, placing 67 affordable homes in a moderate-resource neighborhood with no existing concentration of affordable housing. A 100 percent affordable project where its most needed in the city would be a huge benefit for the City’s low-income residents.
Isabel
I am in favor of these affordable housing units in Chula Vista. Affordable housing is greatly needed for families in the city.
Nerissa E Periola
Providing housing is crucial in addressing the housing crisis. Park Hill would provide low income families and individuals a place to call home; in turn, give them the confidence and stability in order to thrive and provide for themselves.
Maria Ricoy
I support Park Hill because affordable housing bridged me from low-income housing to my own place with my family.
Angelica Munoz
I support Park Hill because it will be an asset to our community, by addressing the high cost of rents and providing stability to the many families it will house. I support Park Hill.
Ryutaro Matsushita
As a nearby resident, I strongly support funding for the Park Hill affordable housing project. Affordable housing is greatly needed in our community, and this development will provide safe, stable homes for local families and individuals. Investing in projects like Park Hill helps create a stronger and more inclusive neighborhood. I encourage the City to provide funding to help make this project a reality.
Gamaliel Vazquez
Park Hill will help address the two biggest concerns in San Diego, especially in Chula Vista, which are: rising costs and lack of homes that are affordable. We all know that having a home that provides love, comfort and safety is the key ingredient for the success of an individual and/or family. Let's be a contributor to that success of our community, not a road block.
