The survey was launched to measure public support for both the individual charter amendments and the overall ballot initiative. This public opinion survey was realized to provide public input to the council.

The Alliance notes that the City's Charter Review Commission, whose primary purpose is to evaluate proposed charter amendments, was not consulted before the proposal advanced. In addition, no community listening sessions were held to solicit public feedback. The organization believes this survey offers valuable insight into the perspectives of Chula Vista residents and registered voters on a proposal that could have significant long-term impacts on the City's governance.
