24. Please describe your training and experience on matters pertaining to building construction, including applicable building codes, regulations, and ordinances.
I have over 5 years of experience in the construction and commercial interiors industry, specifically within the hospitality, multifamily, and mixed-use development sectors. As the owner of San Diego Drapery and Fabrics To Go Inc, I work directly with general contractors, developers, designers, and on occasion inspectors, on small, medium, and large-scale projects throughout San Diego. My work requires a thorough understanding of building standards, material compliance, fire codes, and installation practices that must meet strict regulatory requirements with OSHA and other local laws.
In my role, 1 routinely collaborate with project managers, superintendents, and owner/developers to ensure that all window coverings and related materials we are supplying comply with applicable codes, including NFPA 701, California Title 19, and project-specific fire and safety requirements. I regularly review construction specifications, architectural plans, submittals, shop drawings, and punch-list items to verify compliance with building standards and manufacturer guidelines.
My experience also involves navigating permitting timelines, installation sequencing, safety protocols, and on-site coordination with multiple trades. I routinely problem-solve material limitations, propose alternative methods when required, and work through design or code conflicts with project teams. Because my work directly intersects with construction inspections, fire safety requirements, and code compliance, I am well-versed in how decisions from building officials affect contractors, materials, and project outcomes.
Although I am not an engineer or architect, I bring practical construction related experience, a strong understanding of material performance and safety standards, and extensive familiarity with the realities of code compliance in active construction environments. I believe my experience is grounded in real-world application rather than theory and that would be valuable to the Board of Appeals and Advisors when reviewing appeals, alternative materials, or construction method requests.
25. What are your principal areas of interest in our City government, and what experience or special knowledge can you bring to those areas?
My main areas of interest in City government are transparency, accountability, and ensuring that development in our community is both safe and economically healthy. As a local business owner in the construction and hospitality interiors industry, working on large multifamily and commercial projects has made me well-versed in why regulations must protect our community, but also remain balanced so that investors continue choosing Chula Vista for housing and new developments.
With experience in reviewing specifications, navigating fire-safety standards, coordinating inspections, and problem-solving on active job sites, I understand how policy decisions impact safety, project timelines, and the overall business climate. I hope to contribute a practical, solutions-focused perspective that supports responsible development while keeping our city thriving and competitive.
26. What would you hope to accomplish in the role of a Member of the Board of Appeals & Advisors? (250 words or less
As a Member of the Board of Appeals & Advisors, my goal is to bring a practical, real-world perspective from the viewpoint of a finishes contractor who directly experiences the impact of the decisions made by this board. Working on large multifamily, commercial, and hospitality projects, I regularly see how interpretations of building codes, material approvals, and compliance requirements affect not only safety but also timelines, budgets, and the overall feasibility of development. Because I am often involved near the end of a project when many of these decisions come into play, I believe I can offer unique insights and alternative points of view that may not always be represented.
I hope to contribute balanced recommendations that prioritize public safety and code integrity while also ensuring that regulations remain workable for contractors, developers, and small businesses. I understand how important it is for our city to uphold strong standards, but also how essential it is to keep Chula Vista attractive to investors and capable of supporting responsible housing and commercial growth.
Additionally, I want to help ensure that appeal hearings feel fair, transparent, and clearly reasoned. My goal is to support a decision-making process that protects the community, respects the complexity of construction, and ultimately helps our city thrive.
27. You may upload a resume in addition to your application (optional).
28. The City understands meeting schedules and individual's availability may change. We ask that you consider the meeting schedule when submitting an application. (o) I have reviewed the Board of Appeals & Advisors regular meeting date, time and frequency.
29. I understand if I am selected to serve on this board or commission I will need to disclose certain economic interests (Form 700) in accordance with the City of Chula Vista's Conflict of Interest Code. (o) I have reviewed the City of Chula Vista's Conflict of Interest Code.
30. (o) 1 am familiar with the responsibilities of the Board of Appeals & Advisors. I attest that the information I have provided is accurate and true.

24. What are your principal areas of interest in our City government, and what experience or special knowledge can you bring to those areas?
My principal areas of interest in Chula Vista's city government align closely with the work I performed throughout my 25-year federal legal career, principally related to personnel and labor relations, ethics and standards of conduct, and fiscal accountability.
Personnel and Labor Relations: I have significant experience related to the Civil Service Commission's core function of ensuring fair, merit-based employment decisions. I advised management on the full spectrum of personnel matters, including removals, suspensions, reprimands, performance improvement plans, grievances, and union relations. I also supported numerous Equal Employment Opportunity cases at both formal and informal levels, consistently achieving resolutions without unnecessary cost to the government.
I would bring that same practical, results-oriented approach to Commission proceedings.
Ethics and Standards of Conduct: I served as an Ethics Counselor advising on various ethics matters including post-employment restrictions, outside empl
25. What would you hope to accomplish in the role of a Civil Service Commissioner? (250 words or less) As a retired federal attorney with over 25 years advising on civilian personnel law, employment matters, labor relations, and ethics, I hope to bring principled, legally grounded oversight to Chula Vista's Civil Service Commission.
My primary goal would be to ensure that City employment decisions relative to suspensions, demotions and dismissals are made fairly, consistently, and in full compliance with civil service rules. Throughout my federal career, I regularly advised management on performance and conduct matters, supported Equal Employment Opportunity cases, and guided labor relations processes. I understand firsthand how procedural integrity protects both employees and the institutions they serve.
I also hope to strengthen public trust in the Commission by promoting transparency and accountability.
Civil service systems exist to protect employees from arbitrary or politically motivated decisions, and I would work to ensure that every hearing is conducted with impartiality and due process.
Finally, as someone who has served a diverse workforce across multiple commands and communities, 1 am deeply committed to equitable treatment for all City employees. I would bring that same commitment to Chula Vista and work collaboratively with fellow Commissioners to uphold the merit principles that make public service meaningful.

27. If you selected one or more of the areas of discipline above, please describe your qualifications and experience. (250 words or less)
I am an alumni of this performing arts program (Class of 82) as well as SWC's choral music program, and all three of my children are BVH performance alumni as well. I spent 26 years supporting the students and promoting the performing arts within the community. I was actively involved with the students and the parents in organizing shows, events, fundraisers, and travel opportunities.
28. If you are NOT an artist, educator, and/or possess professional qualifications and experience (as described in Question 1, above), please describe your competence, knowledge, and experience in cultural arts. (250 words or less)
Having been a performer, a parent booster, and Board member of a 501(c)(3), I understand the unique challenges the performing arts face in today's economy just to keep going. I am absolutely passionate about what the arts do not only for our children, but our community. During the Pandemic, it was the arts people turned to. Music, Theater, Classic Art, Photography, Graphic Design, Culinary, Gardening. The word "art" encompasses so many different genres. My experience in promoting the arts also includes developing the original Foundation website and social media presence.
29. What would you hope to accomplish in the role of a Cultural Arts Commissioner? (250 words or less) I hope to be part of a Team that is dedicated to not only the survival but the flourishing of the arts in our Community.

I hold a Business degree with a concentration in Real Estate Finance, where my studies focused on the financial structures, regulatory frameworks, and economic forces that shape housing development, acquisitions, and long-term viability. Through coursework centered on lender, purchaser, and sustainability perspectives, I gained a strong understanding of how financing decisions directly influence project feasibility and community outcomes.
To broaden this foundation, I pursued additional classes in urban design and architectural history, emphasizing land-use policy and planning processes. These courses deepened my understanding of how cities grow and allowed me to apply planning principles in practice. Working in a team, I developed redesign models for my area's University Square that prioritized sustainability and pedestrian-oriented development, highlighting the area's current need.
Since graduating, I've applied this combined planning and finance background in both corporate and independent roles, focusing on project management, financial analysis, and long-term ownership strategies. I have also been directly involved in all levels of property rehabilitation, giving me a grounded understanding of how planning decisions, regulatory constraints, and economic pressures play out at the grassroots level.
This combined perspective of urban planning, financial practicality, and on-the-ground experience positions me to contribute meaningfully as an expert on the Chula Vista Housing and Homelessness Advisory Board. I am committed to supporting data-driven, fiscally responsible, and community-focused solutions that expand and strengthen housing opportunities for the residents of Chula Vista.

24. What do you hope to accomplish in the role of a Housing and Homelessness Advisory Commissioner? (250 words or less)
I want to help make a meaningful difference for residents in economic need by working toward solutions that balance financial realities with the urgent demand for housing in our city. These challenges don't have simple answers, but I believe that through collaboration with residents, regulators, and local partners, we can develop innovative, equitable, and sustainable housing strategies for the Chula Vista community.
I see this role as more than just a single appointment. I see this position as the start of a deeper, long-term relationship with my community and the city. At 24, I know I still have a lot to learn, but I believe I bring a strong foundation with experience as a property owner, manager, analyst, and project manager, supported by a business degree concentrating in real estate finance. I have also benefited from my grandfather's decades of work in the housing field, learning from him long before I had a formal understanding of the industry.
Together, these experiences give me both practical insight and a great respect for the complexity of the housing and homelessness issues Chula Vista faces. My goal is to use this perspective to listen carefully and contribute meaningfully, growing with and learning from others on the commission. More than anything, I want to help build policies and partnerships that create lasting pathways to housing stability and equity within our community.
