ADOPTED BY: Resolution No. 9086 DATED: 04-25-78

PURPOSE
The purpose of this policy is to establish minimum criteria for the installation of non-school pedestrian crosswalks at intersections which are not controlled by stop signs or traffic signals.

POLICY

1. Advantages
In general, marked crosswalks have the following advantages:
a. May help pedestrians orient themselves and find their way across complex intersections. b. May help show pedestrians the shortest route across traffic. c. May help show pedestrians the route with the least exposure to vehicular traffic and traffic conflicts. d. May help position pedestrians where they can be seen best by oncoming traffic. e. May help utilize the presence of luminaries to improve pedestrian nighttime safety. f. May help channelize and limit pedestrian traffic to specific locations.

8. May aid in enforcing pedestrian crossing regulations. h. May act in a limited manner, as a warning device and reminder to motorists that this is a location where pedestrian conflicts can be expected.

2. Disadvantages
In general, marked crosswalks have the following disadvantages:
a. May cause pedestrians to have a false sense of security and to place themselves in a hazardous position with respect to vehicular traffic.
b. May cause the pedestrian to think that the motorist can and will stop in all cases, even when it is impossible to do so.
c. May cause a greater number of rear-end and associated collisions due to pedestrians not waiting for gaps in traffic.
d. May cause an increase in fatal and "serious injury" accidents.

e. May cause a disrespect for all pedestrian regulations and traffic controls. f. Unwarranted and poorly located marked crosswalks will create an increased expense to the City taxpayers for installation and maintenance costs which may not be justified in terms of improved

3. Warrants
In order to qualify for a marked crosswalk, a location must meet the following four criteria and rate 16 points or more under the following point system:
a. Pedestrian Volume Warrant
Crosswalks will not be installed where the pedestrian volume is less than 10 pedestrians per hour during the peak pedestrian hour.
b. Approach Speed Warrant
Crosswalks will not be installed on roadways where the 85th percentile approach speeds are in excess of 45 mph. The approach speeds shall be determined by approved engineering speed study techniques.
c. Visibility Warrant
Crosswalks will not be installed unless the motorist has an unrestricted view of all pedestrians at the proposes crosswalk site, for a distance not less than 200' approaching from each direction. Sites with grades, curves and other sign restrictive features will require special attention. d. Illumination Warrant
Proposed crosswalk site must have adequate crosswalk lighting in existence or scheduled for installation prior to the installation of the crosswalk. e. Warrant Point System
