FIRM’S PHILOSOPHY AND ETHICAL STANDARDS
PCA operates under a professional philosophy grounded in clinical integrity, legal defensibility, and a clear understanding of public safety operations and culture. PCA provides public safety psychological services that are legally compliant, clinically so und, and operationally relevant, consistent with applicable law, American Psychological Association (APA) standards, and established public-safety guidelines. This work extends beyond counseling and involves medical- legal decision -making that directly affe cts public safety, organizational liability, workforce readiness, and long-term personnel sustainability.

PCA recognizes that public safety personnel operate in environments characterized by repeated exposure to trauma, high-stakes decision-making, and cumulative operational stress. Services are designed to address both acute and cumulative stress through prev ention, early intervention, and recovery-focused care. A core ethical standard is the strict separation of evaluative and treatment roles. PCA maintains clear boundaries between pre -employment psychological evaluations, fitness -for-duty assessments, and treatment services to avoid conflicts of interest and pre serve objectivity. When multiple services are provided to the same agency, these functions are operationally and clinically segregated to ensure defensible determinations and maintain the integrity of each role.

PCA is committed to providing culturally competent, trauma -informed services tailored to the operational realities of law enforcement, fire service, and public safety personnel. Clinicians understand the demands of shift work, critical incident exposure, and organizational structure, and deliver services that are practical, accessible, and aligned with the needs of the agency.

All services are delivered in compliance with POST guidelines, the Americans with Disabilities Act (ADA), and applicable employment and privacy laws. Evaluations and recommendations are based on objective data, standardized assessment methods, and clinical judgment, ensuring fairness, consistency, and legal defensibility while protecting both the individual and the agency.

Confidentiality is a central component of PCA’s ethical framework. Services are provided in accordance with applicable confidentiality laws and professional standards, with clear communication regarding the limits of confidentiality in evaluative and clini cal contexts.
