BOARD/COMMISSION/COMMITTEE RECOMMENDATION
The Traffic Safety Commission, at their meeting on March 12, 2026, concurred with staff’s recommendation that the City Council establish a 1-hour time limit for parking in the subject parking area with the ability to adjust the time period of the restriction.
DISCUSSION
Metro Avenue from Stylus Street to Optima Street (the “Segment”) is a Modified 2-Lane Core/Promenade roadway, generally 64 feet wide from curb to curb and approximately 850 feet in length from Stylus Street to Optima Street. The Segment is fronted by mixed-use buildings with ground floor commercial space. There are 91 existing on-street angled public parking spaces within the Segment.
Traffic Engineering staff received a request from a business owner along the Segment to implement 1-hour time-limited parking. The business owner obtained signatures of support from nearly all fronting businesses along the Segment, including staff from the Avalyn residential complex leasing office and the Homeowners Association management. Traffic Engineering staff verified the signatures and confirmed that the on -street parking spaces are consistently occupied during normal business hours. B ased on these findings, staff recommended implementing a 1-hour parking limit on both the east and west sides of the Segment from 8:00 AM to 6:00 PM.
The Traffic Safety Commission concurred with staff's recommendation at its March 12, 2026, meeting. The request was subsequently approved by the Millenia Parking District Council at its June 16, 2026, meeting.
The Millenia Parking District Council approved the proposed 1-hour parking restriction and recommended that future requests for on -street parking restri ctions or modifications within the district continue to be reviewed by the Millenia Parking District Council and meet the original parking district requirements.
Staff recommends approval of the 1-hour parking restriction from 8:00 AM to 6:00 PM and amending Schedule VI of the Register of Schedules maintained by the City Engineer. Staff also recommends that the City Engineer be delegated the authority to modify the time period of the time restriction, as needed, based on future engineering studies.
DECISION-MAKER CONFLICT
Staff has reviewed the property holdings of the City Council members and has found no property holdings within 1,000 feet of the boundaries of the property which is the subject of this action. Consequently, this item does not present a disqualifying real property-related financial conflict of interest under California Code of Regulations Title 2, section 18702.2(a)(7) or (8), for purposes of the Political Reform Act (Cal. Gov’t Code §87100, et seq.).
Staff is not independently aware, and has not been informed by any Council member, of any other fact that may constitute a basis for a decision-maker conflict of interest in this matter.
CURRENT-YEAR FISCAL IMPACT
The establishment of the 1-hour time-limited parking requires the posting of new signs on the subject segment of Metro Avenue. These minor work costs will be incorporated into the existing budget of the Capital Improvement Project TRF0448, Signs/Striping Implementation Program.

ONGOING FISCAL IMPACT
Regular maintenance of the limited time signage is required every 12 to 15 years. These ongoing costs will be incorporated into the annual budget development process in future years.
