General Public Comment — Flock ALPR Oversight

Mayor and Councilmembers:

I am again asking the Council to place the Chula Vista Police Department’s use of Flock Safety automated license plate readers on a future public agenda.

Through my ongoing California Public Records Act requests, the City continues to search for and review records concerning CVPD’s Flock system, including records involving audits, access controls, interagency data sharing, retention, training, and compliance.

These issues deserve review by the elected City Council in an open meeting—not simply through individual public-records requests.

I am asking the Council to publicly examine who can access Chula Vista ALPR data, which outside agencies have received access, how searches are audited, how long data and associated records are retained, whether deletion is independently verified, what safeguards exist against misuse, and whether the system’s documented public-safety benefits justify its continued operation.

I also ask the Council to consider independent auditing rather than relying exclusively on internal or vendor-generated oversight.

Most importantly, I ask at least one Councilmember to request that Chula Vista’s Flock ALPR program be placed on a future Council agenda so the public can hear the facts, review the safeguards, and participate before the City’s surveillance infrastructure becomes further entrenched.

Respectfully,
Jeff Shelton
Chula Vista Resident

This item needs to be postponed until the State of California announces the Agencies who will be receiving Encampment Resolution Funding. Otherwise, the City's General Fund is on the hook for the cost of not covered by the CalTrans funding including City staff time for CVPD and for the Homeless Outreach Team. If you read the UT articles regarding the City of San Diego's (City) participation with this same CA DOT EDMA, the City had to use General Fund to pay the additional costs not covered by the Grant.

The City should not be signing any agreements for these types of agreement until it has adopted its Homeless Strategic Plan as outlined in the overall City of Chula Vista Strategic Plan.
