CITY COUNCIL STAFF REPORT

MEMORANDUM
DATE: January 11, 2024
TO: Mayor and City Council Members
Ashley J. Feeney, City Manager
FROM: Meghan Huber, Economic Development &
Community Engagement Director
Courtney Riddle, Management Analyst II
SUBJECT: City-Administered Grant and Incentive Programs Guidelines Revisions
Summary and Recommendation
Staff have reviewed all City-administered grants and incentive programs to update and clarify eligibility requirements, to standardize language across programs and to define a comprehensive review and approval process that scores each application based on predetermined criteria, including project feasibility, alignment with City priorities, and outlining community benefit.

Staff has prepared proposed modifications to City-administered grant and incentive program guidelines to standardize and ensure consistency in language and administration across the various programs. Standardized guidelines will ensure that each program has a consistent framework for applicants to address as part of the application process, making each program more usable for applicants and less costly to administer.

Staff developed a standardized application for all City-administered grant and incentive programs to enhance the overall applicant experience and establish a more concise framework for the submission process. The new standardized application offers greater transparency and provides a more accessible and user-friendly process for all applicants. The application also includes consistent terms and conditions for all programs.

Staff also updated and included a scoring rubric to assist applicants with completing their application narrative and to provide a framework for Council Committee recommendations.

Grant applicants will have a comprehensive application packet to assist with applying for funding that provides clear instructions on what is required for submittal and can utilize the scoring rubric to align their proposals more effectively with City priorities, ultimately increasing the chances of successful funding.

• Signed Application with supporting documentation
Staff recommends the City Council receive and file this report with the recommended changes.

Staff recommends the City Council adopt Resolution No. 2024-___, a Resolution of the City Council of the City of Citrus Heights, California, Approving Revisions to the Economic Development and Community Engagement Department Grant and Incentive Program Guidelines.

Fiscal Impact
This recommendation has no fiscal impact. As individual applications are approved, there is a fiscal impact on the General Fund or American Rescue Plan Act (ARPA)-designated funds dependent on the program.

Background and Analysis
The City has guidelines and terms of conditions for all City-administered grant and incentive programs, including descriptions of each program, type of assistance offered, applicant eligibility, and limitations on use and administrative procedures.

While the City Council is familiar with the City-administered grants and incentive programs, a detailed background memorandum on each program is included in Attachment 5.

Summary of Proposed Modifications
The following is a synopsis of changes and enhancements made to the program guidelines and terms and conditions, where applicable:
o Standardized application.
o Updated, simplified, and consistent Terms and Conditions. o Creating consistency in funding level approvals: Application requests for $5,000 and below can considered by the City Manager, and those $5,001 and above will be reviewed by the Quality-of-Life Council Committee for funding recommendations to the City Council (with the exception of the Community Support Fund, where all requests will be reviewed by committee and council to be consistent with and in tandem with CDBG processes). Previously, some programs provided for City Manager to review requests up to $5,000 while others did not. Some programs specified Finance Committee review, while others referenced Quality-of-Life Committee. For consistency across all programs review and approval authority has been updated and the proposed changes consolidate all programs to the Quality-of-Life Committee for advisory recommendations to City Council.
o Ensuring transparency with a scoring rubric: A scoring rubric will be used to evaluate all grant applications. Should the program be oversubscribed, receiving requests for financial support more than the approved budget, the scoring rubric will rank applications and provide a basis for recommendations made to the City Council. o Funding availability: All awarded funds will be immediately disbursed – some programs were previously set up as a reimbursement-style program. o Reporting requirements: Inclusion of a post-award report requirement for all programs.

Site Maintenance: Prior to the completion of the eligible improvements, the site's construction portion shall be maintained in a neat and orderly condition to the extent practicable and in accordance with applicable health and safety standards. Program Participation Signage: During the construction period, the City may place a sign at the project site at a location selected by the Applicant and the City indicating participation in the Sign Improvement Program.

If the improvements are found to be inadequately maintained, the Participant shall immediately commence and diligently proceed to repair the improvements within ten (10) days after receipt of written notice from the City. Failure or delay by Participant to comply with the request of the City will constitute a default of this Covenant.

Termination: The City shall have the right to terminate the Sign Improvement Covenant upon written notice to the Participant if the Participant fails to comply with any of the provisions. Before the termination, the City shall provide written notice to the Participant specifying the reasons for termination and give the Participant a reasonable opportunity to comply with the Program and the Covenant guidelines. Following such notice, the City may terminate the Agreement and seek reimbursement of funds expended.

Ownership of Documents: The originals of all reports and documents generated by the Program shall become the property of the City.

Additional Background on City-Administered Grants and Incentive Programs

Background
This memo provides background on City-administered grants and incentive programs, including eligibility criteria, application processes, and deadlines. Staff have observed grant program subscription rates have fallen from previous years with little new interest expressed. Staff are aware that specific eligibility requirements, current market conditions, and inconsistencies in program guidelines have created barriers to entry or confusion and believe this has impacted applications. Staff are working to update and clarify eligibility requirements to standardize language across programs and to define a comprehensive review and approval process that scores each application based on predetermined criteria, including project feasibility, alignment with City priorities, and outlining community benefits.

Following is a summary of FY 2023/2024 program allocation and subscription totals:

Grant and Incentive Program Budgeted Allocated Remaining Community Projects Grant Round 2 $50,000 $0 $50,000
Community Support Fund $180,000 $149,863 $30,137
History and Arts Grant $20,000 $0 $20,000
Neighborhood Improvement Partnership &

$80,000 $56,767.15 $2,332.85
$355,000 $217,130 $137,870
Programs are funded by the General Fund, except for the Community Project Grant, which is a separate allocation using American Rescue Plan Act funding. General fund-funded program budget allocations can be moved between programs based on subscription rates during the fiscal year, except for the Community Projects Grant.

The tables below provide details on the grants and incentive program funds awarded by the City in the current Fiscal Year (2023/2024), including the names of the awardees, the amount of funding received, and whether the grants were reimbursable.

Community Projects Grant
The Community Projects Grant Program was created in September 2022 and awarded to nonprofits for special projects and events for the first time in FY 2022/2023. A total of $50,000 from the City’s American Rescue Plan Act (ARPA) fund was allocated to support this grant. The City Council approved Round 1 of grant awards on June 8, 2023. The City Council approved a second and final round of funding for this program, which will launch in February 2024.

CITY OF CITRUS HEIGHTS

CITY COUNCIL STAFF REPORT

MEMORANDUM
DATE: January 11, 2024
TO: Mayor and City Council Members
FROM: Ashley J. Feeney, City Manager
Regina Cave, General Services Director
SUBJECT: 2024 Stars and Stripes Celebration Update
Summary and Recommendation
At the December 14, 2023 City Council meeting, two members of Council requested staff to place an agenda item at an upcoming meeting for discussion on the Stars and Stripes event. This staff report is intended to serve as a discussion item for the City Council and an opportunity to provide further direction to staff if desired.

City Council Strategic Goal/Objective
This staff report aligns with the following Citrus Heights City Council Strategic Plan Objective:

Goal: Enhance Community Vibrancy and Engagement
Fiscal Impact
There are no fiscal impacts related to this action. General fund dollars have been allocated and the budget was approved by the City Council for the 2024 and 2025 Stars and Stripes celebrations. These funds were included in the 2023/2024-2024/2025 Two Year Budget, approved by Council in June 2023.

Background and Analysis
Prior to the City’s inaugural Stars and Stripes Celebration, the Citrus Heights community had gone five years without a local, organized, publicly accessible event to honor Independence Day.

Many other communities in the region have historically held annual Fourth of July celebrations, which include amenities similar to that of Citrus Heights’ Stars and Stripes Celebration, including professionally operated aerial firework displays.

In response to the desires of the City Council and the community to increase opportunities for engagement, celebration and connection, the City held its inaugural Stars and Stripes celebration ITEM 13 Agenda Packet Page 155

on July 1, 2023. This event featured live music, food trucks, entertainment for kids, and ended with a city sponsored and a fire district permitted aerial fireworks show, in a safe, familyfriendly environment. The celebration was well received by the community with an estimate of more than 3,500 adults and children in attendance. The inaugural event was discussed and approved by City Council at the January 26, 2023 Council meeting. In anticipation of the event becoming an annual feature and returning in 2024 and beyond, staff included funding in the adopted budget similar to the funding level that supported the inaugural Stars and Stripes event.

The event planned for 2024 is expected to draw a larger attendance than in 2023, and as such, staff are preparing to expand opportunities for vendor and local stakeholder participation. As plans and preparation for the June 29, 2024 Stars and Stripes event are well underway, staff seek clarification and confirmation from City Council on moving forward with the planned event.
