CITY OF CITRUS HEIGHTS

CITY COUNCIL STAFF REPORT

MEMORANDUM
DATE: January 25, 2024
TO: Mayor and City Council Members
Ashley J. Feeney, City Manager
FROM: Alexander A. Turcotte, Chief of Police
Tiffany Campbell, Police Services Manager
SUBJECT: Animal Services Unit (ASU) Update
Summary and Recommendations
This is an informational report to provide an overview of the current Animal Services Unit (ASU) service delivery model and discuss opportunities for additional enhancements and improvements. Staff is bringing this item forward to provide background for community members and the City Council on the Animal Services program. There is no action required as this is an informational item.

City Council Strategic Goal/Objective
This staff report aligns with the following Citrus Heights City Strategic Plan Objectives:

Goal: Preserve and enhance public safety
Goal: Enhance community vibrancy and engagement
Fiscal Impact
This is an informational staff report and represents no fiscal impact to the City’s budget.

Should the Council wish to increase and expand the ASU hours of operation or services beyond what is currently provided, a cost analysis can be completed and returned for Council review.

Background and Analysis
ASU is located within the Special Services Division of the Police Department. The ASU team is comprised of one Senior Animal Services Officer, one Animal Services Officer, one part-time extra-help Animal Services Officer, and one Program Assistant. The team is supervised by a Police Services Supervisor. Current hours of operation are Monday through Friday from 9:00 AM to 5:00 PM; emergency services are available 24 hours a day.

Our current full-time Animal Services Officers work Monday through Friday during normal business hours. The current operating hours have remained consistent since 2012 when the City initially began to provide Animal Services. This is consistent with local jurisdictions with ITEM 9 Agenda Packet Page 10

staffing of similar size such as the City of Folsom. Jurisdictions which offer seven day a week coverage have a more robust staffing model including additional Animal Services Officers, supervisors, and administrative personnel.

Overlapping staffing coverage is essential to provide expanded ASU services. Approximately half of all animal services calls require a two officer response to safely catch loose animals or investigate animal cruelty and neglect issues. This model also allows at least one Animal Services Officer to remain available while animals are transported for care or shelter, while officers are conducting hearings, and preparing investigative reports.

Goals of the ASU are to:
• Deliver visible support and community education
• Empower responsible pet owners
• Foster community involvement
• Promote healthy human-animal relationships in our community Current Service Levels
Enforcement
ASU staff provide affordable, compassionate, and experienced animal services. They enforce state laws, as well as local municipal ordinances and strive to reunify lost pets with their owners.

Enforcement cases range from animal abuse, cruelty or neglect cases, and barking dog complaints.

Animal Services Officers handle the primary response and investigation to criminal and administrative cases, participate in and conduct administrative hearings as appropriate, and conduct site inspections to ensure owners are compliant with any restrictions ordered through the administrative process.

ASU handles approximately 3,000 calls for service annually. Many of these calls for service require extensive research, follow-up, owner reunification, shelter or veterinary hospital transport, and up to a three-hour intake process.

Education
The ASU provides daily education on the phone and in person to community members requiring clarification for rules governing pet ownership and stray animals. They also participate in community events and provide pet chipping and other educational presentations.

Stray, Lost, or Found Pets
The City has contracted with the Placer County Animal Shelter (PCAS) for sheltering services since November 1, 2018. PCAS was selected after a thorough analysis of sheltering options within the region when the Sacramento Society for the Prevention of Cruelty to Animals (SSPCS) terminated their animal services contract with the City effective October 31, 2018.

Placer County provides the most economical and efficient services for housing vicious, dangerous, lost, and stray animals within the region. While the PCAS location, at 11232 B ITEM 9 Agenda Packet Page 11

Printed on Recycled Paper
Avenue, Auburn, CA, is within Placer County, ASU has found commute times to be similar or faster than Sacramento County providers. PCAS is open to the public Monday through Saturday from 9:00 AM to 5:00 PM.

Our staff place a high priority on reunification of found pets prior to transport and lodging at PCAS. ASU and other police staff have mobile pet chip readers to help identify owners in the field. Pets are also held within the City limits as appropriate for a period of time to allow for owners to call and report missing pets. This is contingent on space availability and the number of overall found pets. Many police and city staff volunteer as foster families and adoptive families for animals when their owners cannot be located.

Licensing
Citrus Heights Municipal Code Section 8-90 requires a license for all domestic dogs and cats over the age of four months. ASU utilizes a private company, Pet Data, to administer the licensing program. This allows residents to handle licensing requirements online and through the mail while allowing ASU staff to remain available for calls for service and other administrative tasks.

The City has utilized Pet Data since 2016. This service allows the City to provide licensing services, verify proper rabies and other required medical certification, and maintain an owner database without requiring the City to staff an additional position to administer this program.

Additional information about licensing and fees can be found at the following link https://www.citrusheights.net/254/Pet-Licensing.

Lifetime Dog Licensing
Council directed staff, at a previous meeting, to evaluate an option of a lifetime dog licensing option consistent with the option offered for cat owners. The ASU team has researched this option and the proposed new fee will be presented for Council consideration at the February 22, 2024 meeting during the Master Fee Schedule update.

Community Feedback
A number of community requests and ideas have come to the ASU during community engagement programs, as well as through City Council, city staff, and police staff. This feedback has primarily focused on expanding local services and increasing operating days and hours for ASU. The ASU management team has begun researching options to expand services and enhance services for our community.

Enhanced Service Options
The following items represent enhanced service delivery options, which are being assessed and may be implemented to the current ASU service. At the direction of Council, staff can conduct further research to determine the fiscal impact and personnel needs associated with each selected item.

ITEM 9 Agenda Packet Page 12
Animal Services Unit Update
January 25, 2024

Page 4 of 4 ends

Printed on Recycled Paper
Increased Operating Days/Hours
The community request for increasing operational days and hours is to have the ability to retrieve a stray or found animal any day of the week. While the task of picking the animal up can be accomplished with minimal adjustments, the housing, monitoring, wellness, and administrative tasks related to animal pickups represents an additional administrative burden.

Local 24 hours holding facility
The ASU has researched a number of different options for vendors to provide local animal holding facilities. Kennel space is limited and there is an additional cost for using these services that can be vetted through the contracting process. The proposal process and contract management will add additional administrative tasks for ASU.

Increased education, pet chipping, adoption, and licensing events Community engagement and education is a core value of our City. Our ASU team provides exceptional service in this space. Increasing the number of these events would likely improve the overall understanding of responsible pet ownership and resources available.

Trap and Neuter (TNR) Program
TNR programs help control the local feral cat population by trapping, neutering, and releasing an appropriate number of healthy sterile cats back into an area to maintain the positive ecological benefits while limiting the population. A program of this type requires staff to set and monitor traps, transport cats back and forth from medical treatments, and a foster family or kennel to care for cats while they heal from the neutering procedure.

Other Items Raised at Past Meetings
There have been some public comments in the past voicing a desire for a Citrus Heights Animal Shelter, owned and operated by the city. Building and operating animal shelters is very involved and complicated. The fiscally prudent trend that most cities opt for is partnering with county service providers for shelter operations. The City of Citrus Heights does not have an identified revenue source to fund the significant upfront costs to build an animal shelter nor the revenues to offset the ongoing personnel and operational costs. As an example, the City of Elk Grove recently opened a local animal shelter with an initial startup cost of approximately $18 million and an annual operating cost of approximately $5 million. The long-range forecasted budget model does not provide for this type of investment or ongoing costs.

CITY COUNCIL STAFF REPORT

MEMORANDUM
DATE: January 25, 2024
TO: Mayor and City Council Members
Ashley J. Feeney, City Manager
FROM: Meghan Huber, Economic Development & Community Engagement Director
SUBJECT: Approval of Economic Development Support Fund Grant Request by the Citrus Heights Chamber of Commerce
Summary and Recommendation
The City’s Economic Development Support Fund provides grants and sponsorships to business associations, businesses, and other economic development-related organizations for events, marketing and promotions, studies to further economic development, and other economic development-related activities that promote the program goals. The Citrus Heights Chamber of Commerce has submitted an application request in the amount of $17,010, broken down as follows:
$10,000 – annual Chairman’s Circle sponsorship
The City of Citrus Heights has been a Chairman’s Circle sponsor of the Chamber of Commerce for the previous ten years (beginning in 2012).
$7,010 – annual cost to rent Citrus Heights Community Center facilities to host monthly Chamber luncheons
The Chamber included this additional grant request beginning in Fiscal Year 21/22 to pilot hosting monthly chamber luncheons at this new location within city limits. Previously, the Northridge Country Club in Fair Oaks event space and catering was utilized as it was the closest venue that could regularly accommodate this size of event. Since partnering on hosting, the Chamber has consistently expressed gratitude and excitement to be now able to host events within Citrus Heights. Additionally, they have supported multiple local restaurants within Citrus Heights by utilizing them for catering services.

The sponsorship meets the goals of the Economic Development Support Fund, including improving the perception of the City as business-friendly and promoting commercial areas of ITEM 10 Agenda Packet Page 14

Citrus Heights. By supporting the Chamber of Commerce with an annual membership and the hosting of monthly luncheons, we are ensuring local businesses have a place to connect, generate referrals and new business, and be active in the community.

Economic Development staff reviewed the application for completeness per the program funding criteria. As a next step, program guidelines require an initial review for recommendation by the City Council Quality of Life Committee. The committee recommendation for this request was inconclusive. The request now goes before City Council for final review and recommendation.

The Economic Development Support Fund has $80,000 allocated for FY 2023/2024 with $23,232.85 currently available. Should City Council approve this application, $6,222.85 in remaining funds will be available for FY 2023/2024. There are no other pending requests for this grant program at the time of staff report publish.

Background and Analysis
The City created the Economic Development Support Fund to improve economic development in the City by providing funding for special events, marketing activities, sign and design assistance, and other related activities that provide a public benefit to the City. The program is available to business associations, individual businesses, and economic development-related organizations or efforts that meet the program goals for event sponsorships, grants for marketing and promotions, studies to further economic development, and other economic development-related activities that promote program goals. The program also offers design assistance and sign improvement grant resources for commercial properties.

To be considered for the Economic Development Support Fund, interested parties submit an application along with any supporting documentation as appropriate. Upon receipt, staff reviews the application per the following funding criteria:

1. Program Goals: Meet one or more of the program goals.

2. Targeted Areas: Applications are not limited to specific geographical areas in the City, but applications benefiting Antelope Crossing, Auburn Boulevard Specific Plan Area, former Redevelopment Area, or the Sunrise MarketPlace are emphasized.

3. Projected Outcome: Each application must describe the expected outcome of the project, program or event (e.g., expect 1,000 attendees; increased awareness of area/city; expand trade zone).

4. Leveraging Investment: Funding from the City cannot be the sole funding source.

Favorable applications will demonstrate how funds effectively leverage public or private investment (i.e., grant match).

5. Sustainability: Ability of the association, business, or group to carry out the described program, project or event over time without continuous financial support from the City.

6. Public Benefit: Description of how the proposed program, project, or event is a benefit to the city/community.

The Citrus Heights Chamber of Commerce applied for a $17,010.00 Economic Development Support Grant on December 11, 2023. Staff has determined the application adequately meets the program funding criteria. Please refer to Attachment 2 for a copy of the funding application.

The City of Citrus Heights and the Citrus Heights Chamber of Commerce have benefited from a productive partnership over the past several years. The Chamber has supported and promoted city programs in addition to working on projects through its overall mission, the Community Affairs Committee, and collaborative work with business associations and groups.

CITY OF CITRUS HEIGHTS

CITY COUNCIL STAFF REPORT

MEMORANDUM
DATE: January 25, 2024
TO: Mayor and City Council Members
Ashley J. Feeney, City Manager
FROM: Susan Talwar, Administrative Services Director
Meagan Bushey, Senior Management Analyst

SUBJECT: Intent to Approve an Amendment to the Contract between the City Council of the City of Citrus Heights and the California Public Employees’ Retirement System (CalPERS)

Summary and Recommendation
The proposed resolution initiates the process of amending the City’s contract with CalPERS to implement cost-sharing under Government Code 20516 for local safety members in the 3%@50 and 3%@55 safety retirement benefit plans (classic members). Staff recommends the following:

1. Adopt Resolution No. 2024-___, A Resolution of the City Council of the City of Citrus Heights, California Adopting a Resolution of Intention to Approve an Amendment to Contract Between the Board of Administration of the California Public Employees’ Retirement System and the City Council of the City of Citrus Heights

2. Introduce for a First Reading, read by title only and waive the full reading of Ordinance No. 2024-___ an Ordinance of the City Council of the City of Citrus Heights Authorizing an Amendment to the Contract between the City Council of the City of Citrus Heights and the Board of Administration of the California Public Employees’ Retirement System.

Fiscal Impact
The additional one percent contribution by the employee to the cost-sharing of the required employer’s retirement contribution will result in a reduction to the City’s benefits expense account.

Background and Analysis
On September 28, 2023, the City Council of the City of Citrus Heights approved Resolution No. 2023-088 adopting the Memorandum of Understanding with the Citrus Heights Police Officers ITEM 11 Agenda Packet Page 25
Association and Resolution No. 2023-092 approving an Agreement with Unrepresented Classic Safety Members. The MOU and Agreement contained provisions for classic safety members in the 3%@50 and 3%@55 CalPERS retirement benefit plans to cost share a portion of the employer cost via contract amendment under Government Code 20516. Classic members will pay four percent (4%) of the employer's share of retirement contributions to the California Public Employees’ Retirement System (CalPERS). Such contributions are above and beyond the member contribution required by the Public Employees’ Retirement Law (PERL).

Classic safety members currently pay a member contribution of twelve percent (12%) - nine percent (9%) as required by PERL and an additional three percent (3%) cost share of the employer contribution. The additional one percent (1%) will bring the total contribution paid by classic safety members to thirteen percent (13%). Implementation shall take place during the first pay period following the effective date of the contract amendment.

The City contacted CalPERS to begin the contract amendment process following the Council’s approval at the September 28, 2023 meeting. There are several steps to amend the City’s contract with CalPERS. The first step, Attachment 1, is a Resolution of Intent to Amend the Contract. The language in the resolution is specified by CalPERS and cannot be altered.

Further, CalPERS has requested that the resolution be executed in their preferred format. To preclude delay in amending the contract, staff is requesting the City Council authorize the Mayor to execute the resolution in the CalPERS preferred format (CON302, Attachment 1) for submission through their automated system.

CalPERS requires the following additional steps to amend the existing agreement following the approval of the Intent to Amend Contract:

1. February 22, 2024 - City Council Meeting – consider the second reading of the Ordinance for adoption.

2. March 23, 2024 - Amendment becomes effective (thirty days after the second/final reading of the Ordinance).

3. March 24, 2024 - Beginning of the first pay period following the effective date of the contract amendment.
