PUBLIC COMMENT
Melissa Hayden spoke on Animal Services' lack of funding to get programs and officers out in the field.

She stated we need more officers for coverage and more hours for Animal Services to be dispatched and a designated supervising manager for that department that can schedule those hours. She congratulated Animal Services and rescuers for getting 20 trap, neuter, and release (TNR) appointments today.

Deborah Bueti said this morning she trapped a feral community cat and drove to Auburn for a TNR appointment. She said she is a new Citrus Heights resident and is confused about the services. She requested a budget for TNR and that Citrus Heights can be the model.

Acting Clerk Duhe read the following written comment submitted by Rick Hodgkins, "Yesterday, as I was walking from where I live to the bus stop on the northwest side of sunrise Boulevard, there were some low hanging tree branches blocking the sidewalk. I was barely able to get around them without having to step off of the sidewalk. I called public Works to let them know about this and that they will send a letter out after they determine that whose property that is on. Also, when I was crossing from the north east corner of sunrise in antelope to the north west corner of sunrise in antelope, I could not hear an audible signal telling me it was safe to cross or not. Even if there was one, it probably was not loud enough. and as always, great job on city scoop last week! Thank you." Printed on Recycled Paper

Acting Clerk Duhe read the following written comment submitted by Rick Hodgkins for Consent Calendar Item 7, "I don't know if crosswalks are included in this funding on our city streets and surface streets within citrus Heights, but as i was walking across sunrise Boulevard at antelope yesterday, i asked, that whether there were any crosswalk lines. And it turns out, that there was only brick and no lines. Also, I can't help, but that wonder if this also covers audible signals at traffic lights, as there was not an audible signal telling me to go. Luckily, I was with someone and she told me it was safe to go or not.or does it bill one only apply to our portion of interstate 80? Thank you."

Public Comment
Acting Clerk Duhe read the following written comment submitted by Rick Hodgkins, "I have a question and can someone please contact me if my question is not answered tonight? How do we propose to renew the sunrise marketplace and business improvement district? Are we going to advertise the benefits that we offer? And that what other ways are we going to recruit new businesses, not only for the mall itself, but for the area surrounding them all? Furthermore, maybe perhaps a name changes in order, knowing that the area around the mall will include both entertainment and shopping.maybe perhaps calling it the sunrise, entertainment, and shopping district. And as much as I hate to sound like a broken record, I said it twice before and I'll say it again, if all goes, go. You." Council questions and comments followed.

additional CHW who provides CalAIM referrals. The program is funded from a Sacramento County District 4 allocation through December 31, 2025. Staff is identifying possible funding sources to continue the program after 2025. She gave an overview of the weekly CHW availability and locations. CHWs have 59 active clients currently, with 95 clients having been enrolled since the beginning of the program. Of those enrolled, 24 have been housed, 39 have received CalAIM referrals, and 2,296 services have been provided to unhoused clients. To improve the impact of the program, staff has created a Street Outreach Card that outlines the availability of a CHW and how to connect with a CHW for services, and added Frequently Asked Questions to the City's website. She also explained the Sacramento Steps Forward Point in Time (PIT) Count was conducted to count those experiencing unsheltered and sheltered homelessness. The 2024 PIT Count occurred on January 24, 2024 and the results were released on June 5, 2024 which identified 62 individuals. She stated the Citrus Heights Police Department conducts the Homeless Information Field Identification (HIFI) Count that identified 108 unhoused individuals in Citrus Heights. Of those, 79 clients said they would like to work with a CHW.

Community HealthWorks representative Scott Young provided an overview of their partnership with the City and client assistance services. Public Comment
Janie Ricketts spoke about the efficiencies and inefficiencies of government. She encouraged the Council to steer away from the bureaucracy of it all.

Acting Clerk Duhe read the following written public comment submitted by Rick Hodgkins, "I realize that this is not an item requiring of any action. However, with a budget crisis and a program scheduled to roll out statewide this October called CARE Court, now is your chance to hold Governor Newsom's feet to the fire and allow that to move forward as scheduled. The word) care parent in CCC is the abbreviation or acronym for community assistance recovery and empowerment. That along with CalAIM, that which stands for California advancing and innovating, Medi-Cal, is what is going to normally help these individuals get off the street, but also get them into housing. I think you very much for your consideration of this item, but once again, that we must hold Governor Newsom's feet to the fire and let CC, continue to rule out statewide as scheduled for this October."
The City Council returned to Item 12.

Mayor Daniels closed the public hearing.

City Clerk Van reported that staff tabulated the ballots received and not withdrawn, and 95.3% which represents $444,197 were in support of the assessment district renewal and 4.7% which represents $21,926 were in opposition of the assessment district renewal, with ballots weighted according to the amount of the assessment to be imposed on the parcels for which ballots were submitted. She confirmed there is not a majority protest. The recommendation is to adopt a resolution for the results of the tabulation and adopt an ordinance regarding the renewal of the PBID.
