5. Presentation by the Citrus Heights Police Department for National Night Out on August 6, 2024 Chief of Police Executive Assistant Lofas announced the annual community event, National Night Out (NNO), to be held August 6.

IMPACT Sergeant Shoberg stated the event gives the Police Department and City the opportunity to answer community questions in various neighborhoods. He said the easiest way to register for NO is visit citrusheightspd.net and complete the online form.

PUBLIC COMMENT
Linda Maxson spoke on safety of the Arcade-Cripple Creek Trail. She said we now see people using the path as an opportunity for crime and graffiti. She believes the Police Department should have a plan for routine patrol of the pathway, for example, officers on bike or foot.

David Shelton asked "what is Citrus Heights' practice on illegal fireworks?" He stated there were illegal fireworks on his street and behind the houses on the street and expressed concerns with the possibility of a fire spreading to his home.

Melissa Hayden spoke on behalf of Karen Beerman, who volunteered at the Police Department over the Fourth of July to assist with loose and lost dogs. Beerman was pleased with the number of Animal Services Officers on duty during the holiday, she thinks more communication between the City and the public would have been beneficial as she felt the public was greatly unaware that Animal Control was on duty until midnight and that they had temporary holding facilities at the police station. Beerman noticed a lack of communication internally between Animal Control dispatchers and the police officers. Beerman

appreciated the time and energy that it took to undertake the pilot program and the only thing she would change is mass communication internally and with the residents who took in many lost pets over the weekend but just didn't know there was a place to take them. Hayden then spoke on her own behalfand stated their volunteer group assisted with 29 lost and found dogs on the Fourth of July. On July 3 she called into dispatch to report a loose dog and the dispatcher said they did not have Animal Control on duty. She said in the meantime she was able to contact an Animal Control Officer and explained the situation to Police Services Manager Tiffany Campbell. She said everything went great and they had three amazing RTOs..

David Warren said on the Fourth of July as he drove drown Crosswords Parkway there were people throwing M80s onto the land across from the apartments adjacent to the creek in the park land which is dry grass. He said he asked them to stop and they laughed at him. He said we need to establish a reserve police officer corps to be available for such events to expand the number of people out on patrol.

City Clerk Van read the following written public comment submitted by Holli Dae, "Disregard for homeless rights is inhumane. Homeless people are human. They may not look like you, but they are not animals.

They cry and feel sad like everybody else! To take the few things they have is cruel. I hope Citrus Heights can set an example in treating fellow humans with some dignity and respect.!" City Clerk Van read the following written public comment submitted by Serena Ostrowski, I am writing this statement on behalf of our homeless community in Citrus Heights. I am asking for a safe place for them to sieep. It is dangerous to have homeless women hiding in secluded areas because they are afraid of getting tickets they are not able to pay for. It's even unsafe for males. These people are someone's daughter, son, sister, brother, father, mother, aunty, or uncle. Please practice compassion when making decisions affecting these individuals."
