Citrus Heights City Council Wednesday, September 25, 2024 City Engineer Blomquist provided background on the item. As part of a statewide safety program, Caltrans inspects all bridges in California that are listed on the National Bridge Inventory, including 31 bridges in Citrus Heights that the City owns and maintains. The City received a large quantity of Caltrans reports in 2021 which instigated the project. At the time, the plans were developed for the prescribed maintenance required by Caltrans, including work in the creek which requires obtaining regulatory permits from state and federal agencies. Construction began in 2023 and since the project commenced, the bridges have had additional debris accumulate and the City has received an additional bridge report from Caltrans. In order to utilize the existing permits for this project and take advantage of the mobilization prices already built in, Staff is recommending to add the additional work now which would authorize an additional 31% contingency.
