Citrus Heights City Council Wednesday, November 13, 2024 Natalie Price, on behalf of REACH, recognized the nominees for Good Neighbor Week 2024. The names of all 11 nominees are listed at CHGoodNeighbor.com. She announced the top three nominations:
Jeanette Salas, Kathy Morris, and Sue Yackey. She invited the City Council to the podium to announce the winner, Sue Yackey.
Rachel Hartin, staff member and dance teacher at Royal Stage, thanked the City Council for the grant disbursements they have received this year and let them know the money was put to great use. They were able to hold several community talent shows, produce seven full length musical theater productions, and host a summer camp. She stated one concern they have is the ability to properly heat and cool their facility due to the high cost of replacing the HVAC system which will cost $20,000. She also stated their lease in the Sunrise Mall is up in April. They would be grateful for any feedback or ideas regarding the issue. She also invited the City Council to upcoming events.
Melissa Hayden expressed her frustration with staff and lack of Trap Neuter and Release (TNR) in the City. She stated we need communication between our Animal Services and between our community so we can get those rescues, so we can get those vets, so we can make this a better place overall for our community. She stated how bad she wants the shelter, but does not want the shelter to be a failure. She wants the shelter to be successful by having TR done ahead of time.
Deborah Bueti stated there are people who give their time, money, and effort dealing with homeless and at-risk cat populations. She asked why can't Citrus Heights find vets that will work pro bono, and why can't we move money from some place towards getting us clinics to spay and neuter? She said she knows we can make it happen.
City Manager Feeney addressed public comments. He stated the Animals Services team has worked diligently to improve service, including seven day a week coverage, transferring sheltering services to the Bradshaw Animal Shelter facility, and continuing to look at service enhancements. He said we are still studying the topic to see what more can be done. As City Manager, if there is something a member of the public would like to speak to him about, his door is always open to them.

General Services Director Cave stated the item is a continuation from last month's opening of the public hearing that was continued from a previous meeting. The Sacramento Transportation Authority (STA) is the administrator of Measure A, half-cent sales tax collected throughout the region, and as part of the renewal in 2009 it also included an Ordinance for the Sacramento Countywide Transportation Mitigation Fee Program (SCTMFP) as a revenue source to help fund the capital program identified in the measure.
The updated Nexus Study for the program was approved in 2024 and all the cities that are recipients of the Measure A revenues are required to adopt the Ordinance and impose the impact fees and remit them to the STA for distribution. The City benefits greatly from Measure A and receives about $3.4 million a year in funding for capital projects.
