CALL SPECIAL MEETING TO ORDER
The special meeting was called to order at 8:30 a.m. by Mayor Karpinski-Costa.

The City Council held a Strategic Planning Workshop. Nick Gunn, with The NiVACK Group, facilitated the meeting.
Public Comment
Melissa Hayden addressed the City Council regarding animal services.
Bill Van Duker addressed the City Council regarding educational performance in Citrus Heights schools.
