conditions and lower-than-anticipated vendor commitments, it could not deliver ArtBeat at the quality level envisioned and determined it was prudent to pause the event rather than move forward with a reduced experience.

As an alternative, Citrus Heights Arts requests authorization to use the previously awarded funds to support the Art in City Hall exhibition program scheduled for July 2026 as well as a mural project. The funding request and itemized budgets are provided as exhibits to this agenda item.

Because the grant award was approved by the City Council for a specific purpose, staff is bringing the request forward for Council consideration and direction.

GRANT REALLOCATION REQUEST
Citrus Heights Arts
June 1, 2026
Mayor Taft, Vice Mayor Middleton, and Council Members,
Citrus Heights Arts formally requests approval to reallocate the grant funds awarded for ArtBeat to support two vital community initiatives: the Art in City Hall exhibition scheduled for July 9, 2026, and our upcoming Mural Project.

Our primary goal for ArtBeat has always been to deliver the high-quality, vibrant experience our community deserves. Due to shifting economic conditions and lower than anticipated vendor commitments, we determined that we could not meet the operational standards necessary to produce the event at the level expected by our organization, our partners, and the community. An event of this scale requires strong alignment among municipal partners, vendors, sponsors, and supporting infrastructure. When those critical elements are not fully in place, the most responsible course of action is to pause, reassess, and protect the integrity of the event’s vision rather than deliver a diminished experience.

Reallocating these funds will ensure the City’s investment continues to directly support local artists, public engagement, and robust arts programming while preserving the community benefit intended by the original grant award.

As detailed in our project proposals, the funds will be utilized to fully fund and execute the following two programs:

Art in City Hall
TOTAL PROJECT BUDGET: $7,250
A public gallery exhibition showcasing the work of local and regional artists within City Hall. Funding supports promotion, banners, opening and closing receptions, live entertainment, decorations, photography, signage, and printed exhibition guides necessary to present a high-quality public art exhibition.

The Mural Project
TOTAL PROJECT BUDGET: $8,000 • TOTAL AREA: 1,248 SQ. FT.

A community beautification initiative comprising 52 individual mural squares (4' x 6' each). Funding directly provides $2,000 in artist stipends distributed among 4 local artists ($500 each), paint supplies, surface preparation, professional cleanup, and active community volunteer support.

Together, these projects maximize public impact by transforming civic spaces with both indoor gallery curation and large-scale outdoor public art.

If the Council does not approve this requested reallocation, Citrus Heights Arts requests authorization to reschedule ArtBeat and utilize the awarded funds for that event at a future date.

Thank you for your consideration and continued partnership.
