STAFF: Sam Pedroza, Asst. City Manager
DATE: November 18, 2025
SUBJECT: Consideration of Resolution No. CC 2025-39 - A RESOLUTION OF THE
CITY COUNCIL OF THE CITY OF INDUSTRY, CALIFORNIA, CASTING
ITS VOTE TO REPRESENT CITIES WITH PRESCRIPTIVE PUMPING
RIGHTS ON THE BOARD OF THE SAN GABRIEL BASIN WATER
QUALITY AUTHORITY
Background:
The San Gabriel Basin Water Quality Authority (“WQA”) was established by the State Legislature (SB1679) on February 11, 1993, to develop, finance and implement groundwater treatment programs in the San Gabriel Basin. The Board of the WQA comprises of seven members: three appointed from each of the overlaying municipal water districts, one from a city with prescriptive water pumping rights, one from a city without prescriptive water pumping rights, and two members representing water producers in the San Gabriel Basin. The City of Industry is a city with prescriptive water pumping rights.
Discussion:
Under the WQA’s enabling legislation, the term of the board member and alternate representing cities with pumping rights expires on January 1, 2026. An election to fill these seats is scheduled for December 17, 2025. The nomination period for candidates for the office of Member and Alternate Member of the Board of Directors of the WQA representing cities with pumping rights was closed October 18, 2025, and resulted in two nominees:
1. Robert Gonzales, City of Azusa
2. Jeffrey Maloney, City of Alhambra
Based on its population of less than 10,000 residents, the City of Industry may cast its one (1) vote for one (1) candidate by Resolution of the City Council. Resolutions must be received by Tuesday, December 16, 2025, at 12:00 pm. Votes will be officially counted during the WQA’s regular meeting on Wednesday, December 17, 2025, at 12:00 pm. The candidate receiving the
most votes will be the WQA Board Member and the candidate receiving the second-highest number of votes will be the WQA Alternate Board Member.
Fiscal Impact:
There is no fiscal impact.
Recommendation:
Staff recommends the City Council 1) adopt Resolution No. CC 2025-39 and 2) cast its vote to represent cities with prescriptive pumping rights on the board of the San Gabriel Basin Water Quality Authority.
