ITEM NO. 6.2
MEMORANDUM
TO: Honorable Mayor and Members of the City Council
FROM: Joshua Nelson, City Manager
STAFF: Mathew Hudson, Director of Public Works
Ricardo Sanchez Director of Construction Management CNC Engineering DATE: September 24, 2026
SUBJECT: Consideration of Change Order Nos. 1-4, Closeout Change Order No. 5, and Notice of Completion, for Contract No. CITY-1531, Grand Avenue Slope Reconstruction and Pavement Rehabilitation from Baker Parkway to Ferrero Parkway, to Sol Construction, Inc.
Background:
On May 22, 2025, the City Council awarded Contract No. CITY-1531 for the Grand Avenue Slope Reconstruction and Pavement Rehabilitation from Baker Parkway to Ferrero Parkway Project, to Sol Construction, Inc. in the amount of $1,876,542.00. This project consisted of slope and roadway reconstruction, sidewalk, curb, gutter, ADA ramps, storm drain improvements, and reconstruction of PCC pavement; existing streetlight system was removed and reinstalled (5 streetlights), along with new cabling and service feed connection; AC grind & overlay from northerly Grand Avenue ramps to RR bridge just above Ferrero Parkway; the project also included re-striping, installing traffic loops, and adjusting northbound Grand Avenue striping from 2 travel lanes to 3 travel lanes.
Discussion:
During construction, the following additional work was necessary due to revisions to the contract plans received after the project was awarded.
As of July 15, 2026, the Director of Public Works has reviewed the change order for completeness and accuracy as to the materials and labor included:
• Change Order No. 1 – During construction, travel lanes required adjustments. Delta 1 plan revision changed the width of the travel lanes within the project limits and went from 2 lanes to 3 lanes along easterly Grand Avenue; they also joined and aligned striping to existing striping at both ends of the project limits. The striping modifications included
installation of 6 traffic loops. The total cost of the change order is $13,830.00. • Change Order No. 2 – During construction of the catch basin, staff observed minor cracks on the existing 18” RCP storm drain lateral crossing Grand Avenue. Additionally, upstream of the lateral, there was an obstruction, so a CCTV was requested. Video results revealed additional cracks and protruding steel mesh blocking flows within the pipe. The repair removed the wire mesh robotically and installed a liner (trenchless repair with Ultraviolet Cured-In-Place Pipe) from curb to curb approx. 100’ to address the cracks on the pipe. The total cost for the work performed is $46,492.00. • Change Order No. 3 – After construction began, additional settlement and upheaval was observed at the northeast corner of Grand Avenue which required additional repairs. The repairs included reconstruction of the northeast corner of Grand Ave (Grand Ave. East ramp to Ferrero Pkwy) which involved removing and reconstructing cracked and settled sidewalk, curb, gutter, ramp, and pavement. The total cost for the work performed is $29,437.00
• Change Order No. 4 – The project included reconstruction of the slope and replacement of the landscape and irrigation per the approved plans. However, after the slope reconstruction was completed, the contract did not include preparing the soil for fertile planting; therefore, the soil was sent to Wallace Laboratories for testing. The report recommended providing additional topsoil with minerals and fertilizer. The cost for this change order is $16,195.99.
• Change Order No. 5 – Final quantities have been completed and there are no underruns; the overruns are as follows:
Overruns–
• Bid Item No. 6, Sawcut and remove existing AC pavement and base material, $11.00/SF x 59/SF = $649.00
• Bid Item No. 7, Sawcut and Remove existing PCC pavement and base material, $96.00/SY x 30/SY = $2,880.00
• Bid Item No. 8, Sawcut and Remove existing PCC curb and gutter including base, $18.00/LF x 64/LF = $1,152.00
• Bid Item No. 9, Sawcut and remove existing PCC sidewalk including base, $5.00/SF x 283/SF = $1,415.00
• Bid Item No. 19, Construct 4.5” high stability AC (type C2 PG 0-10RO) Pavement, $241.00/TN x 4 TN = $964.00
• Bid Item No. 21, Construct 9” PCC pavement, $488.00/CY x 36CY= $17,568.00 • Bid Item No. 22, Construct 3” PF asphalt treated permeable base, $393.00/TN x 36 TN = $14,148.00
• Bid Item No. 23. Construct 10” of crushed aggregate base, $160.00/CY x 40 CY = $6,400.00
Total amount of Overruns and Closeout Change Order No. 5 is $45,176.00.
As July 15, 2026, Staff have determined that the improvements for the slope and roadway reconstruction, drainage improvements and pavement rehabilitation have been satisfactorily completed.

MEMORANDUM
TO: Honorable Mayor and Members of the City Council
FROM: Joshua Nelson, City Manager
STAFF: Sam Pedroza, Asst. City Manager
DATE: September 24, 2026
SUBJECT: Consideration of Resolution No. CC 2026-31 – A RESOLUTION OF THE
CITY COUNCIL OF THE CITY OF INDUSTRY, CALIFORNIA,
APPROVING A DONATION TO THE LAND OF THE FREE
FOUNDATION, IN THE AMOUNT OF TWENTY-FIVE THOUSAND
DOLLARS ($25,000.00), FOR THE 2026 VETERANS DAY GOLF
CLASSIC
Background:
The Land of the Free Foundation (“Foundation”) was created by a group of veterans of the US Armed Forces to support past, present, and future members in various areas through their partnerships with charities that support programs that are established for military personnel.
These programs provide financial services to families, assistance in the transition to civilian life, mental and physical health programs, and educational and career resources.
Discussion:
The Foundation has partnered with Pacific Palms Resort to hold its annual Veterans Day Golf Classic fundraiser (“Event”) on Wednesday, November 11, 2026. This is the main fundraising event for the Foundation. This Event has raised over $25,000,000.00 and has provided much needed support to military veterans, their families, and veteran organizations. The City has been a longtime supporter of this Event, including staff participation in the golf tournament. The donation of $25,000.00 will support the Foundation’s efforts in providing financial assistance to charities that support military personnel and their families. In addition to its monetary donation, the City provides an in-kind donation of City Staff support services for the Event, which is determined by City Staff’s availability to assist with event planning, set up, supporting day-of activities, and event tear down. City Staff is estimating that approximately 70 hours of support services will be donated.
Fiscal Impact:
In the Fiscal Year 2026/27 budget, $371,000.00 was approved for donations. If this item is approved, the remaining balance will be $158,600.00. No appropriations are required at this time (Account No. 100-621-5602).
Recommendation:
Staff recommends that the City Council adopt Resolution No. CC 2026-31.

MEMORANDUM
TO: Honorable Mayor and Members of the City Council
FROM: Joshua Nelson, City Manager
STAFF: Mathew Hudson, Director of Public Works
DATE: September 24, 2026
SUBJECT: Consideration of an Extension to Agreement with County Sanitation District No. 2 of Los Angeles County for the purchase of Reclaimed Water Background:
On September 27, 2000 the City of Industry (“City”) and the County Sanitation District of Los Angeles County (“District”) entered into an agreement whereby the District provides the City with reclaimed water. The City is able to use the reclaimed water for one or more suitable uses including landscape irrigation. The agreement also allowed the City to construct all facilities required to deliver and distribute the reclaimed water purchased by City, including a pump station, wet well, pipelines, storage reservoirs, meters, controls, and other facilities. The City also maintains those facilities at no cost to the District. The quantity of water that the District is to make available to the City annually is not to exceed ten thousand (10,000) acre-feet to be apportioned reasonably throughout the year, with a maximum daily withdrawal rate of twenty (20) million gallons.
Discussion:
The term of the agreement was 25 years and expired on September 27, 2025, with extensions through December 31, 2025, March 31, 2026 and September 30, 2026. City Staff is currently working with the District to renew the agreement. The District is working on updating the language and making some adjustments to the amount of water the City is able to purchase annually. Since staff is still negotiating with the District and the contract expires shortly, both the City and District have agreed to extend the existing agreement until DATE so the District can still supply reclaimed water to the City.
Fiscal Impact:
There is no fiscal impact to the City with this extension.
Recommendation:
Staff recommends the Council authorize the City Manager to execute the extension letter, extending the term to DATE.
