CALL TO ORDER
Mayor Stark called the meeting to order at 5:00 PM.

Adam Pirrie, City Manager; Alisha Patterson, City Attorney; Jamie Earl, Assistant City Manager; Mike Ciszek, Police Chief; Brad Johnson, Director of Community Development; Melissa Vollaro, Director of Human Services; Jeremy Swan, Director of Community Services; Jeremy Starkey, Director of Finance; Shelley Desautels, City Clerk
Presentation of the 2026-28 Proposed City Operating and Capital Improvement Protect Budget
City Manager Pirrie provided an overview of the proposed budget.
Director of Finance Starkey presented the City's budget revenues and expenditures.
Assistant City Manager Earl presented the budgets for the Administrative Services Department and General Services.
Director of Finance Starkey presented the budget for the Financial Services Department.
Community Development Director Johnson presented the budget for the Community Development Department.
Chief Ciszek presented the budget for the Police Department.
Community Services Director Swan presented the budget for the Community Services Department.
Human Services Director Vollaro presented the budget for the Recreation and Human Services Department.
Director of Community Development Johnson and City Manager Pirrie responded to questions from the City Council regarding outsourcing of plan checks and increase in insurance costs.
Mayor Stark invited public comment.
