STAFF REPORT
TO: Honorable Mayor and Councilmembers
FROM: Kris Lofthus, City Manager
DATE: June 17, 2025
SUBJECT: Approval of Contract Amendment with Theis Engineering and Associates

RECOMMENDATION
Staff recommends approval of a contract amendment with Their Engineering & Associates effective July 1, 2025.

BACKGROUND
Since January 2023, Theis Engineering & Associates has provided professional engineering services to the City of Clayton on a contract basis. Their contributions have supported the City’s infrastructure needs during a time of transition and growth.

Recently, the Clayton City Council approved the creation of a full-time staff position: Public Works Director/City Engineer. Recruitment for this role is currently in progress. Once the position is successfully filled, the City anticipates that in-house staff will take over the engineering responsibilities currently handled by Theis Engineering & Associates.

As a result, the City will conclude its contractual relationship with Theis Engineering once the new Public Works Director/City Engineer is onboarded.
