STAFF REPORT
RECOMMENDATION
1. Consider and adopt responses in the attachment as the City Council's responses to the Grand Jury report entitled “Clayton: Small City, Big Concerns Clayton City Council” and
2. Authorize the Mayor to sign the adopted Response Letter included as an attachment forwarding the responses to the Presiding Judge and Civil Grand Jury Foreperson.
BACKGROUND
On May 16, 2025, the Contra Costa County Civil Grand Jury published Report 2505 titled, "Clayton: "Small City, Big Concerns Clayton City Council." The report included thirteen findings and eight recommendations.
On June 17, 2025, the City Council appointed the Mayor and the Vice-Mayor to an ad hoc committee to draft a response to the Grand Jury Report.
The City's Response Letter to the findings and recommendations includes responses in keeping with California Penal Code Section 933.05
