SPECIAL JOINT CITY/CLOVERDALE UNIFIED SCHOOL DISTRICT SUBCOMMITTEE MEETING Meeting Date: Monday, November 14, 2022

1. Call to Order and Roll Call:
Chair Palla called the meeting to order at 4:43 p.m.
Present: Chair Joe Palla, Vice Chair Lands, City Manager David Kelley, Asst. City Manager Kevin Thompson, Police Chief Ferguson, Superintendent Betha MacClain, School Board Member/Clerk Preston Addison
Absent: School Board President Ashley Lopus White

4. Approval of Minutes:
September 19, 2022
Action: Approved as submitted.
5. Current Items for Discussion:
a) Boys and Girls Clubhouse / Future Teen Center.
Superintendent MacClain reported.
The subcommittee discussed.
b) Coordination of South Properties (Kelly Road)
Superintendent MacClain introduced the item and Board Member Addison reported.
The Subcommittee discussed the properties and directed Staff to keep the item on future agendas as a Standing Item for continued updates.
6. Standing Items / Items Continued from Last Meeting:
a) Update on Cooperative Agreement Review by City School Ad Hoc Superintendent MacClain and Chief Ferguson reported.
The Subcommittee discussed edits to the agreement.
b) Update on MOU for School Resource Officer
The Subcommittee reviewed the updated MOU, discussed next steps, and provided direction for Staff to place the item on the December 14, 2022, City Council meeting if possible. c) Discuss Thyme Square Property Transfer and next steps City Manager Kelley introduced the item and the Subcommittee discussed next steps and coordination efforts for items 6.c, 6.d, and 6.e. The Subcommittee directed Staff to keep the item (6.c) on future agendas as a Standing Item for continued updates.

e) Update on Storm Drain Project Healdsburg Avenue at Citrus Fair See item 6.c.
f) Identify and Discuss Traffic Safety Issues for Safe Routes to Schools City Manager Kelley introduced the item and the subcommittee discussed.
Chief Ferguson left the meeting at 5:34 p.m.
g) Update on Cloverdale Community Pool
Chair Palla reported on facility updates and Superintendent MacClain reported on potential Swim/Water Safety curriculum.
h) Student Lifeguard Certification Program
Chair Palla reported.
i) Update on School Facility Improvements
Superintendent MacClain reported on potential recreation court updates and district office construction. j) Update on Electronic Marquee Hours of Operation (timing) and Brightness The Subcommittee discussed the issue has been resolved - The Marquee now turns of at 5 p.m. k) Update on Proposed Housing Projects and Future Growth The Subcommittee discussed an updated parcel on Vista View.

Move item 5.b to Standing Items titled “Update - South Properties (Kelly Road)” Move item 6.c to Standing Items titled “Update - Thyme Square Property Transfer” City Manager Kelley provided information on upcoming Council Subcommittee reassignments considering the newly elected Council, and the Subcommittee discussed proposed 2023 scheduling and recommendations.
