Consideration for establishing a Police Officer Trainee position. _______________________________________________________________________________________ Recommended Council Action(s):
Adopt Resolution Entitled, "A Resolution of the City Council of the City of Cloverdale Approving the Establishment of a Police Officer Trainee Program and Authorizing the City Manager to Execute the said Agreement.”
________________________________________________________________________________________ Background:
On May 25, 2022, the police department gave the city council a presentation requesting consideration for a 10th Police Officer Position. The approval of the new officer hinged on the school district's financial contribution, which would secure a full-time School Resource Officer. The council voted 4-1 to approve the position.
Staff quickly developed a promotional hiring flyer to attract lateral and entry-level police officers that would be hired and trained before the new calendar year. Staff submitted the promotional flyer to various social media platforms and other appropriate hiring platforms in accordance with current hiring practices.
As of August 15, 2022, the city received only one application, but there are concerns regarding the individual's eligibility. It is unlikely that the applicant will be considered. Staff also met with an interested candidate who participated in a ride-a-long. Unfortunately, the candidate did not apply, and attempts to reach the individual were unsuccessful.
On August 24, 2022, the staff brought a hiring incentive proposal to the council to attract qualified candidates. The council voted 4-1 to approve the hiring incentive, but since then, the department has received only two applications. Unfortunately, neither of the applicants meets the qualifications for immediate hire.
Staff is concerned that the low number of applicants will significantly delay our efforts in hiring an officer, thus, prolonging the School Resource Officer commitment. ________________________________________________________________________________________ Summary:
Due to the lack of qualified applicants, the staff believes the city should consider hiring a Police Officer Trainee. Several law enforcement agencies within Sonoma County, and surrounding counties, offer Police Officer Trainee positions whereby the agency sponsors the individual through the police academy. The trainee is considered a non-sworn, civilian employee subject to probation and compensated at 13% below an entry-level police officer while attending the police academy. The trainee position is subject to an employment agreement that provides limited benefits and is not recognized in the Police Officers Association/City of Cloverdale Memorandum of Understanding. Upon successful completion of the 207

academy, the trainee is sworn in as a police officer and is subject to all the provisions, training requirements, and legislative mandates, like those of current police officers.
There is no additional cost to the city in hiring a trainee. The trainee would not be eligible for the hiring incentive; however, a portion of that dedicated funding would be necessary for academy expenses that are not reimbursable. The city would likely get reimbursed for per diem and travel expenses. The following list represents anticipated expenses for the trainee position:
• Police Academy $3,294+$60.00 parking pass (non-reimbursement) • Per Diem $50 per day or a maximum of $5000, depending on the travel distance (reimbursement) • Uniforms $500 (non-reimbursement)
• Duty gear $500 (non-reimbursement)
• Unmarked police vehicle (department issued)

2. Do not approve.
3. Provide alternative direction to City Manager and Police chief. ________________________________________________________________________________________ Subcommittee Recommendation:
The Finance, Administration, and Police subcommittee reviewed the proposed Police Officer Trainee position. ________________________________________________________________________________________ Budget/Financial Impact:
No impacts to the budget. The council has approved the 10th Officer position and hiring incentive, and the appropriate budget adjustments were completed.

The aging streetlight control panel at Cloverdale Blvd. and First Street requires continued maintenance and sourcing parts has become a concern due to the age of the control components. In addition to the panel and all components for traffic/pedestrian light functions we will be adding an emergency backup battery and generator transfer switch (power input for generator if battery backup is depleted) in order to maintain uninterrupted traffic/pedestrian signal function during emergency power outage situations.
City Staff obtained a quote from DC Electric for the purchase and installation of a new 332l traffic light cabinet including a new 2070e controller with 2033 programming, battery back-up system (bbs) and alpha fxm100 inverter and generator transfer switch assembly (Attachment 2). Staff is recommending utilizing Measure M Road Funds (Fund 212) to cover the cost of the new panel. It is necessary to amend the FY 2022-23 budget to reflect the use of Measure M Street Funds for this project.

Congressman Jared Huffman
Representative California’s 2nd District
Re: Support Letter for Coppertower Family Medical Center Inc., dba: Alexander Valley Healthcare Dear Representative Huffman,
I am writing to voice the City of Cloverdale’s support for the Community Project Funding Request submitted by Coppertower Family Medical Center, Inc., dba: Alexander Valley Healthcare (AVH) to seek federal support for their plan to build a new Health & Wellness Facility in downtown Cloverdale. AVH is the sole medical provider in Northern Sonoma County serving 40% of Cloverdale’s population as well as patients in Lake and Mendocino Counties. The area has a mixed economic base and the area’s workforce is substantially low income and often under-employed.
Alexander Valley Healthcare
• Provides much needed primary care physician time for this isolated area; • Provides dental services to address a shortage of dentists accepting Medi-Cal or uninsured patients;
• Provides much needed behavioral health and mental health services; • Provides substance abuse counseling to address higher rates of binge drinking, smoking, and drug use;
• Provides certified enrollment counselors to help local residents apply for coverage under the state’s ACA expanded Medi-Cal and Covered California Exchange.
Recognizing that the current leased facilities utilized by AVH lack the physical capacity to meet the needs of our growing population, in September of 2022, the City of Cloverdale completed the sale of city-owned 2.8 acre downtown lot to AVH for the new Health & Wellness Center.
Federal support of this project will ensure that our rural community has expanded access to local medical services as well as specialty services not currently available. We anticipate with the new facility much-needed service capacity will increase, and the number of community residents’ accessing care at AVH will continue to increase.
AVH is an essential community benefit, and on behalf of the City of Cloverdale, I submit this letter of support for AVH.
Sincerely
Todd Lands
Mayor
