E.2 Recognition - 2023 Louis "Pete" Peterka Emergency Management Award City Manager Kelley introduced the item and County of Sonoma's Department of Emergency Management Director DuVall presented.
Former Cloverdale Police Chief Ferguson, members of Resilient Cloverdale, Councilmembers, and Staff provided comments.

Assistant City Manager Kelley introduced the item, and City Clerk Maloney, City Manager Kelley, and Park Superintendent Galvan presented.

OF CLOVERDALE APPOINTING COASTLAND CIVIL ENGINEERING TO SERVE AS THE
ENGINEER OF WORK FOR THE CITY OF CLOVERDALE LANDSCAPING AND LIGHTING
ASSESSMENT DISTRICT AND DIRECTING THE PREPARATION AND FILING OF THE ENGINEER’S REPORT FOR FISCAL YEAR 2024-25 (PURSUANT TO THE LANDSCAPING AND LIGHTING ACT OF 1972).”

I.1 Adoption of the 2024 City Council Subcommittee, Joint Subcommittee and Regional Board/Committee Appointments
City Manager Kelley introduced the item.
A motion was made by Vice Mayor Wheeler, seconded by Councilmember Wolter, to waive reading of the text and adopt as amended:
RESOLUTION NO. 003-2024 ENTITLED, “A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CLOVERDALE ADOPTING THE 2024 ROSTER OF SUBCOMMITTEE, JOINT COMMITTEE AND REGIONAL BOARD/COMMITTEE APPOINTMENTS AND THE 2024 SUBCOMMITTEE MEETING SCHEDULE.”
The motion carried by the following vote:

I.2 Discuss and Consider Amending the Policy for the Outdoor Display of Flags and authorizing the City Manager to purchase and install a Commemorative Flagpole in front of City Hall
City Manager Kelley introduced the item and Council discussed.
Public Comment:
Reece Foxen provided comments.
Jane Elias provided comments.
Staff addressed public comments and responded to Council inquiries.
A motion was made by Councilmember Bagby to revert back to the organizations previous commemorative flag practice. The motion failed due to lack of a Second.
Councilmembers discussed.
A motion was made by Vice Mayor Wheeler, seconded by Councilmember Wolter, to waive reading of the text and adopt:
RESOLUTION NO. 004-2024 ENTITLED: “A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CLOVERDALE APPROVING 1) AN AMENDED AND RESTATED FLAG POLICY FOR THE OUTDOOR DISPLAY OF FLAG BY THE CITY OF CLOVERDALE AND 2) A COMMEMORATIVE FLAG FLYING
APPLICATION PROVIDING PROCEDURES FOR CITY COUNCIL CONSIDERATION OF REQUESTS TO FLY COMMEMORATIVE FLAGS ON CITY FLAGPOLES”
