Agenda Item Title:
Police Department Staffing Reorganization Reclassifying One Police Sergeant Position to a Police Lieutenant Position.
________________________________________________________________________________________ Recommended Council Action(s):
Adopt Resolution titled, “A Resolution of the City Council of the City of Cloverdale Authorizing a Staffing Reorganization of the Police Department by Reclassifying one Police Sergeant Position to a Police Lieutenant Position and Authorize the recruitment of a Police Lieutenant.” ________________________________________________________________________________________ Background:
To enhance the effective management and leadership within the Police Department, it is proposed that the Council approve a reorganization of the department's managerial structure. This change is crucial to address the current flat and ineffective organizational framework. Presently, the department includes one Police Chief, two Sergeants, and ten Police Officers. Best practices suggest that law enforcement agencies should have a supervisor on each shift and a clearly defined “second in command,” such as a Lieutenant or Captain.
Although budget constraints prevent achieving this ideal structure at the moment, it is recommended to create a Police Lieutenant position and initiate recruitment.
Drawing from my experience with the City of Cotati’s similar-sized police department, we also faced challenges with staffing and structure like those in Cloverdale, apart from having just two supervisors. This limitation not only hinders effectiveness but poses risks in fulfilling departmental responsibilities. Inadequate supervision, especially during high-risk situations, can have detrimental effects and increase the City's liability for improper supervision. The problem is further exacerbated when one or more Sergeants are unavailable due to vacation, sick leave, injury, or training, which the City recently experienced. While a vacant Lieutenant position existed, the recruitment yielded no applicants. During that time, two Sergeants were also on extended leave, so to mitigate the lack of supervisory staff, we restructured the organization. Two Sergeants recently retired, allowing the City to revert to the preferred structure of one Lieutenant and two Sergeants which betters aligns with the Department's staffing needs.
Additionally, there is a pressing need for a dedicated Lieutenant position to implement the Chief of Police's directives through a defined chain of command. Relying on Sergeants to fulfill both supervisory and managerial roles leads to inefficiencies and potential conflicts, particularly in resolving disciplinary matters.
The proposed Lieutenant role would focus on administrative oversight and vital areas like state and federal compliance, major investigations, incident command, personnel management (including hiring, training, and policy development), as well as Community Oriented Policing programs. In addition, the Lieutenant would also engage with daily operational duties and respond to calls, providing supervision, and ensuring smooth departmental operations, particularly in the Chief’s absence. __________________________________________________________________________________ 19 City Council/Successor Agency Agenda Item Summary
January 8, 2025
Summary:
In addition to operational benefits, establishing a Lieutenant position supports career development and succession planning. Current Sergeants, even those with extensive experience, are restricted from obtaining managerial training and certifications from POST, as they are regarded as first-line supervisors. A Lieutenant position opens access to vital management and executive training opportunities offered by POST, essential for acquiring advanced skills and preparing for career progression. Should we be unsuccessful in finding a qualified candidate, this position would revert to a patrol sergeant position for immediate recruitment.
________________________________________________________________________________________ Options:
1) Re-establish a Lieutenant position creating 1 Lieutenant and 2 Sergeants supervisory structure 2) Maintain the current structure of 3 Sergeants
________________________________________________________________________________________ Subcommittee Recommendation:
Recommended for approval
________________________________________________________________________________________ Budget/Financial Impact:
The fiscal impact of replacing one Police Sergeant position with a Lieutenant position increases the FY 2024/2025 budget in the amount of $9,909 (100-30-301 Misc Payroll Accounts).
Base Salary Comparison:
• Lieutenant Base Salary: $142,748
• Sergeant Base Salary: $122,840
Total Compensation Comparison:
• Lieutenant Total Compensation: $269,857
• Sergeant Total Compensation: $259,948
The Lieutenant position is classified as “FSLA Exempt” whereby overtime, standby and callback expenses are eliminated. The Lieutenant's total compensation is $9,909 higher than the Sergeant’s. This difference is primarily driven by the Lieutenant’s higher base salary of $19,908, which is partially offset by the Sergeant's overtime and standby pay. Other differences in compensation, such as holiday pay and education pay, also contribute to the increase.

20 CITY OF CLOVERDALE
CITY COUNCIL
RESOLUTION NO. ___-2025
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CLOVERDALE AUTHORIZING A STAFFING
REORGANIZATION OF THE POLICE DEPARTMENT BY RECLASSIFYING ONE POLICE SERGEANT POSITION
TO A POLICE TO A POLICE LIEUTENANT POSITION AND AUTHORIZE THE RECRUITMENT OF A POLICE
LIEUTENANT
WHEREAS, the City of Cloverdale recognizes the need to enhance effective management and leadership within the Police Department in order to provide exceptional law enforcement services and ensure community safety; and
WHEREAS, the current Police Department organizational framework comprises one Police Chief, three Sergeants, and ten Police Officers, but lacks a clearly defined managerial hierarchy which is crucial for addressing high-risk situations and everyday challenges; and WHEREAS, best practices recommend that law enforcement agencies maintain a supervisor on each shift and establish a definitive "second in command" role, which is currently absent in our structure; and WHEREAS,similar restructuring challenges experienced by the City of Cotati's police department highlight the importance of adequate supervision for effective operations, risk mitigation, and to prevent liability due to insufficient supervision during the absence of Sergeants; and WHEREAS, the former Lieutenant position in Cloverdale's Police Department attracted no applicants, resulting in operational gaps during absences of Sergeants but underscoring the value of an internal promotion to bridge such gaps when necessary; and
WHEREAS, replacing a Sergeant position with a Lieutenant position will support departmental needs through comprehensive administrative oversight, ensuring compliance with state and federal regulations, managing major investigations, and enhancing Community Oriented Policing programs, while concurrently fostering career development and succession planning; and WHEREAS, reestablishing a Police Lieutenant position facilitates access to critical POST management and executive training programs, which are unavailable to current Sergeants and are essential for acquiring advanced skills and career progression; and
WHEREAS, the fiscal impact of reclassifying a Police Sergeant position to a Police Lieutenant position for FY 2024/2025 will have a budgetary increase of $9,909 (100-30-301 Misc Payroll Accounts), primarily due to a higher base salary, offset by savings from overtime, standby, and callback expenses; and WHEREAS, the comparative total compensation illustrates necessary financial adjustment: the Lieutenant's total compensation being $269,857 versus the Sergeant's $259,948, allowing the department to better manage operational and personnel needs.
NOW, THEREFORE BE IT RESOLVED, the City Council of the City of Cloverdale does hereby approve the reclassification of one Police Sergeant position to a Police Lieutenant position within the Cloverdale Police Department.
BE IT FURTHER RESOLVED, that the Police Department is authorized to initiate recruitment for a suitable candidate to fill the Police Lieutenant position.
BE IT FURTHER RESOLVED, that should the Lieutenant recruitment be unsuccessful the position will be reverted to a Patrol sergeant. 21

________________________________________________________________________________________ Background:
Cloverdale Municipal Code Chapter 2.06 describes the City Council’s subcommittee system. Municipal Code Section 2.06.040 states the following:
Each subcommittee shall consist of two city council members, with one member designated as the subcommittee chair, and the city manager. City council members shall serve a one-year term on the subcommittee, or until their successor is appointed. Subcommittee assignments and appointments will be made by the majority of the city council, which typically takes place during the first regularly scheduled city council meeting in January each year.
In addition to Council subcommittees, there are various regional boards that require the Council to formally designate a board representative. In some instances, the Regional Board’s By-laws require that the primary and alternate Board appointees consist of elected officials. The Boards that require board appointments to be elected officials include Sonoma Clean Power, Sonoma County Transportation Agency and Northern Sonoma County Air Pollution Control District.
________________________________________________________________________________________ Summary:
Preference indication worksheets for subcommittees and regional boards were provided to the City Council at the December 11, 2024, City Council meeting to facilitate the subcommittee selection process for 2025.
The results of the preference forms submitted by the Councilmembers were compiled and are presented to the City Council with draft appointment recommendations in the attached table. Staff recommends that the City Council review and discuss the Subcommittee and Joint Committee and Regional Board/Council Appointments to determine if any modifications to the selection recommendations. Meeting Dates and Times for the Regional Boards are set by the Regional Boards. 25 City Council/Successor Agency Agenda Item Summary
