The purpose of these standards is to ensure that hotels and motels provide services for travelers, maintain peace and quiet for fellow visitors and surrounding neighborhoods, pay transient occupancy taxes to ensure that services can be provided and that any change to long-term residency provides improvements that are suitable for long-term occupancy.
A. Transient occupancy tax shall be paid for all hotel/motel stays. Maximum stay in a hotel or motel room shall be thirty days.
B. It is not the intention of the city to encourage hotels/motels to convert to permanent occupancy. However, if the hotel/motel cannot be economically operated, the entire hotel/motel may be changed to residential use. A hotel/motel may not have both transient and nontransient occupancy.
1. A conditional use permit shall be required for a change to permanent occupancy. The conditional use permit application shall demonstrate how permanent parking can be provided and how private and public open space can be provided for occupants. For units with one room (exclusive of the bathroom) the planning commission may consider the SRO requirements for parking and open space. For units with more than one room (exclusive of the bathroom) the planning commission may consider the multifamily requirements for parking and open space. December 31, 2024
THE GENERAL FUND
The General Fund revenue sources are outlined below. As of mid-year, revenues account for approximately 47% of the budget, which is typical due to the timing of payments for franchise fees and sales tax. Property tax is expected to meet budget projections. Although the Cannabis Excise Tax was anticipated to decline due to market conditions, actual receipts have fallen 16% below budget, partly due to delinquent payments. Sales tax revenue is at 33% of the adopted budget, with two-thirds of the payments received from the state. The Transient Occupancy Tax collected is at 27% of the budget, with a quarter of the annual payments received. By December 31, 2024, approximately 41% of the budgeted Utility User Tax revenue has been received. Operating Transfers and the annual overhead allocation will be recorded at year-end, with a 50% placeholder applied for now.
For Fiscal Year (FY) 2023-24, the estimated ending General Fund unassigned fund balance corresponds to a reserve of 18%, bringing the total reserve balance to 55%.

RETIREMENT FUND
The City of Cloverdale funds a portion of its employee retirement costs through an Ad Valorem tax approved by the voters in 1974. Each year, a calculation is made to estimate the annual cost of retirement benefits plus reserves. In July of 2024, the City Council reduced the rate from $0.098 to $0.08 per one hundred dollars of full assessed valuation to stabilize reserves in the fund and keep the tax rate at a reasonable level. Based on the first installment of property taxes received in December, and the estimated cost of retirement expenses on June 30, 2025, we expect the reserve account to end the fiscal year with a balance of approximately $1,250,000.
LIGHTING AND LANDSCAPE DISTRICTS
The Cloverdale Landscape & Lighting Assessment District was formed in 1997 beginning with the Jefferson Springs Subdivision. Since that time six other areas have been annexed into the District including The Cottages, Vintage Meadows, Ioli Ranch, Vineyards at Cloverdale, Brookside Terrace, and Sunrise Hills.
Each year an annual Engineer's Report is prepared to determine the appropriate annual assessment for each zone within the district. Revenues in each zone are expected to be very close to the projections in the report.
12 MID-YEAR FINANCIAL REPORT

The districts that are not close to the 50% mark are districts that are budgeted to receive General Fund allocation at year-end if needed.
Expenditures in each zone are at or below budget at mid-year, it is anticipated that the districts will be at budget by year-end as the majority of the expenditures fall in the spring and summer months.
The target minimum reserve balance for each zone is 25% of operating expenditures. REDEVELOPMENT AGENCY
The City of Cloverdale elected to serve as the Successor Agency to the Community Development Agency of the City of Cloverdale when Redevelopment Agencies were dissolved in 2012. The Successor Agency is required to identify its obligations in a Recognized Obligations Payment Schedule (ROPS) in February of each year. The City receives only the amount of tax increment necessary to pay enforceable obligations approved by the Department of Finance (DOF).
At the time the redevelopment agency was dissolved, the County Auditor-Controller was required to complete an Agreed Upon Procedures report, or Due Diligence Review (DDR), to be submitted to the DOF by October 1, 2012. This report was prepared prior to the completion of the City’s audited financial statements and significantly overstated the amount of available cash in the Successor Agency Fund at June 30, 2012. As a result, there has been an on-going operating cash deficit in the fund.

Dear Kevin,
The Cloverdale Arts Alliance, a non-profit organization dedicated to bringing cultural arts to northern Sonoma County, has started planning the 2025 Friday Night Live at the Plaza concert series. This 23rd season of weekly free outdoor concerts in Cloverdale's downtown plaza is scheduled to run for 14 successive Fridays, running from May 23 to August 29 (dark July 4). The series is widely respected around Cloverdale, as well as in northern Sonoma and southern Mendocino Counties. Friday Night Live promotes the best of Cloverdale, and smalltown America! We believe a vibrant local arts scene raises the quality of life for our entire community!
Since the concerts are presented free of charge to those who attend, we rely on the community to help defray concert expenses. I’m inviting City of Cloverdale to partner with Friday Night Live and help defray a portion of the $170,000 operating budget that is required to produce the series. I would appreciate the City of Cloverdale consider underwriting $20,000 from the following:
• Port-a-John rentals ($2,100)
• Event Security ($12,750)
• Sound Engineer ($5,500)
Thank you for your consideration.

Jan. 27, 2025 Addendum to:
Cloverdale Chamber of Commerce Proposed Scope of Work for the City of Cloverdale FY 2024/2025 & FY 2025/2026
Respectfully submitted by Neena Hanchett, Executive Director, on behalf of the staff and Board of Directors of the Cloverdale Chamber of Commerce, hereinafter referred to as the Chamber.
*As a direct result of rising costs for rent, personnel, supplies, internet, communications, and event execution, we respectfully ask for additional funding for both FY 2024-2025 and 2025/2026 in the amount of an additional $50,000 per year. Our deliverables have continually increased. For example, Cloverdale Wine Walk, which for eight Saturdays of the year, brings guests to Cloverdale from around the region. We provide a list of overnight accommodations and other information to encourage a longer stay in Cloverdale. These Cloverdale Wine Walk guests help our small retail shops and restaurants in the downtown corridor.
One of our major initiatives is to request additional logistical support from the City of Cloverdale in order to close down streets, etc. for community events, such as the 4th of July Parade, Winter Festival, etc. We also have expanded our social media reach by adding an additional Social Media specialist just over a year ago.
Chamber’s Fiscal Year Budget: $220,000
Requested Reimbursement from the
City of Cloverdale for each Fiscal Year:
$83,000 to
*$133,000

2024 Fourth Quarter Overview:
Positives
o The Federal Reserve has begun an easing cycle and has lowered the Federal Funds Rate by 100 basis points and expects two additional rate cuts for 2025 - as always, these projections are data dependent. • GDP growth has exceeded low expectations, and growth is expected to continue through 2025 o Optimism for a new administration; expectations for tax cuts, fewer regulations, and stimulative spending should support the economy.
o Productivity in the US labor productivity is accelerating and at the highest level since 2019. • Earnings for the S&P 500 companies reach another an all-time high of $233.30 in Q4 2024, a 9.25 percent increase over 2023.
• S&P 500 earnings estimates are $233 and $272 for 2024 and 2025 respectively, representing year over year growth rates of +9.0 percent and +16.7 percent. We believe that growth risk remains to the upside. • The economy has created 2.2MM new jobs in 2024; despite fears of a slowing jobs market in the late summer, the jobs market remains robust.
Neutral
• Earnings for the fourth quarter are estimated to be $61.12/shr. an increase of 3.30 percent from the third quarter and an increase of 13.4 percent from the year ago quarter. Margins fell by -0.5 percent from the previous quarter and were flat from one year ago.
o The U.S. unemployment rate is at 4.1 percent. While still near historical lows, unemployment has drifted higher since the low or 3.4 percent. While stabilizing now, this trend bears monitoring.
Challenges
• S&P 500 is trading at 22.7x 12-month forward earnings vs. 35-year average of 16.0x. Forward multiples have risen 15 percent over the last 12-months with the broad market rally. Continued multiple expansion will be challenging from here.
• Interest rates on the 10-year treasury has risen 100 basis points over the last three months. Higher long-term interest rates will act as a headwind for housing specifically and the economy generally. • Investors in long-term US Treasury debt are demanding a larger premium to because of the risk of increased federal deficits and continued treasury issuance.
• Corporate credit yields are rising along with the US Dollar, which should act as a headwind for further market gains.
o Policy uncertainty remains high, as details of the new administrations policies are not known. 30 60

Recommendation for the Procurement of New Mobile Data Terminals to replace old terminals and supply new ones for the newly purchased vehicles.
________________________________________________________________________________________ Recommended Council Action(s):
Adopt Resolution titled, “A Resolution of the City Council of the City of Cloverdale Authorizing Recommendation for the Procurement of New Mobile Data Terminals.” ________________________________________________________________________________________ Background:
As the Chief of Police, I am reaching out to highlight a critical need within our department regarding the replacement of outdated Mobile Data Terminals (MDCs). Traditionally utilized for in-vehicle processes, these devices have expanded their roles significantly. In an effort to consolidate our resources and maximize efficiency, MDCs are now utilized outside patrol vehicles in various operational contexts, including incident command and control.
MDCs are vital in managing a range of emergencies, from fires to law enforcement situations, bomb threats, and other critical incidents. They enable our officers to coordinate an incident command center effectively, ensuring that we can respond swiftly and efficiently in high-pressure scenarios.
Over the past several years, we have been gradually updating our MDCs while working within budget constraints. However, the five remaining outdated units present a number of challenges that impede our capabilities. These devices struggle to keep up with modern technology and are failing to operate in a number of ways including the touch screen not working, mousepad not functioning properly, wireless connection failing, dual authentication issues to name a few, which affect secure communication.
In addition to their use in emergency situations, our MDCs are essential for officers engaging in remote training and virtual court appearances via Zoom. Given the expanded applications of this technology, it is imperative that we finalize the replacement of our outdated units.
Procuring these five new MDCs and their associated equipment will not only complete the modernization of our fleet but also ensure that all officers are equipped with the tools necessary to perform their duties effectively, both in and out of their vehicles.
I respectfully urge the City Council to consider allocating the necessary funds for this essential upgrade. Your support will significantly enhance our department's operational efficiency and, in turn, our ability to serve the community effectively during critical incidents.

The Cloverdale Police Department is requesting the City Council’s support for the replacement of five outdated Mobile Data Terminals (MDCs). Originally used solely for in-vehicle processes, MDCs have expanded their role to support incident command and control during emergencies, including fires, law enforcement situations, and bomb threats. They are also utilized for remote training and virtual court appearances via Zoom.
Despite gradual updates over the years due to budget constraints, the current outdated units pose operational challenges, including compatibility issues with FirstNet, which affects secure communications.
Replacing the five MDCs will finalize the department's modernization efforts and enhance overall efficiency, enabling officers to perform their duties effectively both in and out of patrol vehicles. The Department urges the Council to allocate the necessary funds for this critical upgrade. ___________________________________________________________________________ Options:
1) Authorize the City Manager to execute the Quote provided by Brite for MDC’s and the accessories identified
2) Deny the purchase and or recommend alternative
________________________________________________________________________________________ Subcommittee Recommendation:
Reviewed at the Administration Subcommittee on February 11, 2025 ________________________________________________________________________________________ Budget/Financial Impact:
The plan to replace five MDCs will cost a total of $20,448.40. A 10% contingency will be added to cover unforeseen changes such as shipping and handling costs. This expense will be divided between two funding sources:
The Public Safety Impact Fee (510-00-999-49999-000) will contribute $11,781.63, leaving its balance at $0.
This aligns with the requirement to fully deplete this account, as Public Safety Impact fees have been reallocated to Public Facility Impact fees.
The Assigned Fund Balance for Vehicle Replacement (100-00-000-25310-011) will provide $8,666.77, leaving a remaining balance of $275.548.33 in this account. ________________________________________________________________________________________ Attachments:
