Adopt a Resolution entitled, “A Resolution of the City Council of the City of Cloverdale Authorizing the City Manager to Execute a Construction Agreement with Argonaut Constructors, Inc. for the Franklin Street Pavement Rehabilitation Project - FRANKL 0.5 in the Amount of $75,755, Approving a 15 Percent Construction Contingency of $11,363.25, for a Total Amount Not to Exceed $87,118.25, and Authorizing the Use of Measure DD Funds.”

H.1 Fifth Public Hearing on Transition to District-Based Elections; Adoption of Ordinance Establishing District-Based Election System, District Maps, Directly-Elected Mayor and Sequence of Elections Recommended Action(s):
Waive Second Reading of, and adopt, an ordinance amending Chapter 2.04, “City Council,” of Title 2, “Administration and personnel,” of the Cloverdale Municipal Code to establish a by-district electoral system for four city councilmembers and an at-large elected mayor; adopt the final map establishing district boundaries and establish the sequence of elections.
H.2 Consideration of Proposed Esmeralda Development Project, consisting of General Plan and Specific Plan Amendments, Specific Plan (SP-2) Zoning and Related Code Amendments, Objective Design Standards, a Second Amended and Restated Development Agreement, Including a Draft Master Tentative Map Exhibit, and Adoption of Addendum to the certified 2009 Alexander Valley Resort Final EIR
Recommended Action(s):
Introduce, and waive first reading of, an Ordinance to amend Section 18.08.040 of the Cloverdale Municipal Code to adopt the Esmeralda Specific Plan zoning district (SP-2) and make miscellaneous changes to other sections of the Title 18.
