Recommended Action(s):
Staff recommends that the City Council consider this report, any statements or evidence offered by Councilmember Morgenstern, and public comment, then determine whether Councilmember Morgenstern has violated the City's Governance Manual. If the Council determines that Councilmember Morgenstern has violated the Governance Manual, the Council shall decide on the appropriate action to take, including the potential adoption of a resolution of censure. @ Agenda Report
