Comment: What is the city doing to improve the water quality? We are dealing with discoloration and odor issues in Clovis that we have never experienced in any other local water district (Fresno or Fresno Irrigation district). What solutions do you have to address these long standing water quality issues? What is the city doing to address the mosquito infestation in neighborhoods with mandated yard drains? This was asked last year and there have been zero solutions brought forth. The minimal, small community green spaces and excuses for "parks" in Clovis cannot even be utilized due to the amount of mosquitos in these areas, let alone private backyards.

In regard to green spaces and "parks", this city can do a lot better. Loma Vista's park and theatre is extremely underwhelming. The small community "parks" are sometimes nothing more than a small patch of weeds and two trees. Many other municipalities have done a much better job with city planning in regard to green spaces and walking trails. The city of Clovis should explore some other cities in California to see what a deplorable job they are doing.

Comment: Please consider funding return of mosquito abatement. Since the last program ran out of funding mosquitoes have become such a nightmare can't even enjoy walking to havoc without being bitten several times.

Subject: [External] Clovis Way of Life and Measure Y
The Clovis Way of Life is gone. It was measured by not how many firefighters or Police there were but by its openness uncluttered small town atmosphere. It has been ruined by out of control growth un precedented population increases and poor planning. Traffic has become a nightmare. Lennar Development has bought up every available piece of land in Clovis and some outlying areas. Homeless is creeping in and in the next 5-10 years Clovis will be just another overcrowded dump. Like the bay area or southern California. Lennar will continue to march forward with mass communities then leave the area with fat pockets and the residents of Clovis living in a stressed out environment. 1 Briana Parra

Subject: [Externall Measure Y
According to Measure Y, it is estimated that $28,000,000 will be collected each year from the sales tax increase.

Does the City of Clovis have a proposed budget based on the additional $28M that is accessible to the public? In other words, what percentage/dollars of the $28M will do to fire, police, street repair, etc. It would be nice to see exactly how the funds will be spent for each service.

Will there be a public meeting before the election to go over the estimated budget allocations? Regards,
Jerry Philipp

Subject: RE: [External] Measure Y Inquiry
Thank you for reaching out. As you may be aware addressing homelessness is an increasingly complex issue. The City receives zero funds to address homelessness from the State of California or federal government and has to rely on local funds. These local funds have been stretched to the breaking point. While the expenditure of Measure Y resources would bea City Council decision if it is passed, Measure Y could allow for homelessness to be addressed from several different angles:
1) It could allow the Clovis Police and Fire Departments to have the staff to engage with unhoused individuals to improve their situation. The goal being to get the care needed for the unhoused person to become healthy and productive and not diminishing other residents access to businesses or public amenities. Additional funds could also allow the departments to proactively reach out to those unhoused individuals needing mental health assistance with 2) It could allow the city to invest further in affordable housing projects that offer reduced rent options for eligible families/individuals so that homelessness can be avoided or there are feasible options for someone to move to from living on the streets. Recent examples of housing units focused on this in clovis include Solvita Commons and Butterfly 3) It could allow the City to support our partners on this issue in a more significant way. This includes the Marjaree Mason Center, Habitat for Humanity of Fresno County, Better Opportunity Builders, Self-Help Enterprises, Affordable Housing Development Corporation, and many others. These entities do work that City isn't well positioned (or even allowed) to achieve.

Like I mentioned, this is a complex issue and I would be happy to talk it through, feel free to call me.

FREEDOM REVIVAL

TED LAURENT
Evangelist, Revivalist;
Father, and Proud Papa
TED LAURENT This event will focus on history, current events, biblical prophecy and how it all ties together. World powers are implementing pervasive revisionism and cancel culture, seeking to erase truth and replace it with a narrative so distorted that our future generations will cease to know who we are... as Americans and children of God. We are committed to putting Him back in every equation and aspect of life. We are bringing educational and inspirational speakers such as Rick Green of Patriot Academy and Wall-Builders along with longtime activist and spokesperson for common sense, Star Parker.

Team America consists of local grassroots groups coming together to promote revival and freedom; Spiritual, Political, Medical, Legal, Educational, and Economical. We must protect our God-given rights and most of all... our children. We are dedicated to saving our Republic, our state, and ensuring a bright and blessed future for our children and grandchildren.
