1 OFFICIAL PETITION
TO
COUNCIL MEMBERS
CLOVIS, CA
City of Clovis FEB 4:25 PW3:14
1033 5th St
Clovis, CA 93612-1398
To Members of the Clovis City Council:
There is a national movement underway to cut back on quality-of-life policing methods such as making arrests for vandalism, littering, loitering, vagrancy, public intoxication, and other quality of life violations.
As a registered voter in Clovis, 1 urge you to maintain all quality-of-life policing methods, vigorously defend these methods, support our police in enforcement of quality-of-life violations, and make sure our district attorney is fully behind quality-of-life policing methods.
Quality of life policing, as well as pro-active policing methods, have cleaned up and maintained order in many neighborhoods in our city and helped reduce more serious crime nationwide between 1985 and 2015 by over 50%.

Comment: It was brought to our attention that a hoard of cats was picked through for rescue then released into the neighborhood, many whom are pregnant and not altered.. very unsettling if this is in fact the way the situation was handled as I hear Clovis is toughest on people feeding tor'd cats..

Comment: Hello can the city please work on animal pet population controls? Such as making sure cats and dogs are being spayed and neutered. With the situation of the 70 cats let loose, house cats are not capable of surviving on their own. Especially if they are unfixed and/or sick. These animals need our help and care. I know shelters are overcrowded but these cats need to be medically treated and spayed/neutered otherwise the problem of unwanted pets here in the Central Valley will just keep growing. Please consider helping these cats and having a plan in place for any future situations similar to this. Thank you.

Comment: I would like to express deep concern over the decision of animal services release multiple unfixed cats after an elderly resident's passing. This choice not only contributes to the already overwhelming stray cat population but also ignores available Trap-Neuter-Return (TNR) resources that could have been utilized. Responsible management of community cats is essential, and the city should be allocating more funds to support TNR efforts rather than allowing the problem to worsen. I urge the council to prioritize humane and effective solutions like TR to prevent further strain on local shelters and residents. Staff should be trained better than on unique situations such as this.

Comment: I am disappointed in hearing that Clovis animal control found 70 cats living in a house where their owner had died, left them outside in the freezing cold winter, and told citizens that they would learn to survive on their own. Many have died. Neighbors are threatening to shoot them. They are unfixed which will lead to a stray pet overpopulation when they go into heat soon as temperatures rise. Please, educate and fund animal control's staff to prevent animal cruelty, not cause it! Work with Fresno TNR who has fixed over 10,000 cats in 2 years.

Comment: It has been reported that Clovis Animal Control officers recently told a family to leave a group of cats outside to fend for themselves after their owner passed away. This is unacceptable. These cats are not experienced with living on their own and it was observed that several of the animals were either pregnant or had some degree of illness that required care. Leaving these possibly unaltered felines out to fend for themselves is both not healthy for the animals or a responsible measure to help curb the number of unowned animals in the community. It would also be unacceptable to just round them up doe euthanasia. It is tragic that this situation happened in the first place, but the animals need to be treated with respect and given a chance to live a healthy secure life.

Comment: Very frustrated disappointed in a situation handled by Clovis Animal Services. As reported to me and the Fresno TR team by multiple individuals in the neighborhood, an elderly woman passed and left behind many cats. I was informed CAS came and took all the kittens but advised the relatives to let the rest of the cats out and they would be fine. ALL these cats are not fixed and at least 6 of the females are pregnant. Friendly indoor cats don't just sprout survival skills, and the city has subjected these cats to fighting, breeding, and death, instead of doing the responsible thing and fixing them. Fresno IN WIll be trapping these cats to TNR, and will desperately be looking for any fosters or rescues who can help with the ones that are more friendly and sick. I hope CAS will step up to rectify their mishandling of this situation. It is ridiculous that a volunteer group has to do the work that the city could have and should have done.

This is not a solution! It will only exasperate the problem. This lack of empathy for a creature who cannot help itself is appalling!

Comment: The recent death of an elderly lady living on Cindy lane which had over 70 cats is disturbing.
We were told that Clovis Animal Control told the family to release the cats outdoors. The neighbors have reached out to Fresno TNR to see if we can assist. We have sent out a team to survey the situation and there is a huge population of cats that are now roaming the neighborhood, sick, pregnant and having deceased kittens. Fresno TR has a good relationship with the City of Fresno and assists them when these types of situations occur. We are an all volunteer non-profit organization and fully insured. Even though the City of Clovis laws state that people should not feed feral cats this situation has created this situation. These cats on Cindy Lane (Teague/Peach) need to be addressed in a humane and professional manner. We can be reached at 559-248-1744. https://link.edgepilot.com/s/13b6bfc3/NeaR78CD- kqhSku1TgQ5Lw?u=http://www.fresnotnr.org/

Comment: It is my understanding that recently an elderly woman died in Clovis leaving an estimated 70 cats behind. It is also my understanding that Clovis Animal Control was called to pick up the cats but the family was told to just put them outside to fend for themselves. Seventy cats, unneutered and unspayed, many pregnant already, set loose to wander and breed! Most will suffer and many will die. This is completely unacceptable. Clovis, and Fresno County itself, suffers from an enormous feral cat population already. While I agree that having 70 cats should not be allowed, Clovis must take responsibility and carry out a humane solution.

Comment: Clovis animal control is failing our community and those who truly care about helping the feral and sick animals here. It has been brought to Clovis animal volunteers attention that 70+ (mostly indoor) and unspayed/unneutured cats have been forced outside by CAC with the plan of them adjusting to being outside. As of now, these cats are dying on the property and surrounding areas, pregnant cats are roaming around, and unhappy neighbors are speaking of killing innocent cats due to them being a "nuisance." For volunteers in our area and Clovis residents this is absolutely unacceptable. Volunteer workers spend their own money and time to fix and care for these now homeless cats when we should have a system in place to help each other.
We WILL turn into Mexico soon with our feral animal population if animal control doesn't get a better grasp on the situation.

Comment: To the people/person who said to dispose/let go of the 70 cats outside. It is not right at all. It is not humane to let them go outside to fend for themselves, when they have been taken care of all their life. They would not know what to do or how to feed themselves. They are not humans they were dependent on the human, their 70 year old loved one that passed. They should not be thrown out to fend for themselves when they have no idea how to care for themselves. It is detrimental to their health.
Please JI pray that you do the right thing here, God is watching. Thank you reading and again I pray you do the right thing.
Sincerely,
Melissa Zaragoza

Comment: I am concerned over the recent posts about a woman dying and having 70 cats. The animal control said to put the cats outside they'll fend for themselves. This is outrageous and inhumane. Most are not fixed, sick. This response is unacceptable. Clovis needs to change their tone on situations like this along with "the law" on feral cats. I am saddened by your lack of compassion.

Comment: In regards to the "Teague Colony" abandoned 70+cats, kittens, and deceased animals. As a neighbor in this block I would like to voice my concern for the lack of resources City of Clovis Animal Control has left us. We cannot be held responsible for feeding 70+ cats, some of whom are pregnant, sick and dying. The decay and odor coming from this home and driveway is unbearable! We have stray kittens running everywhere in this small cul-de-sac. How long do we have to wait for larger animals to come disrupt our neighborhood? Coyotes and raccoons have already been spotted late at night. This is a nuisance and should be addressed properly.

Comment: Clovis animal control did the worst thing possible for the community of Clovis! Instead of doing their job, they told a family to dump (abandon) up to 70 cats when their family member who owned the cats died. Animal abandonment is illegal in the state of California! California penal code 597 - Every person who willfully abandons any animal is guilty of a misdemeanor. This offense is a misdemeanor, punishable by up to six months in county jail and/or a fine of up to $1,000! What in the world is an animal control doing telling people to abandon animals? Instead of even attempting to take care of the problem they threw the cats out on the street which makes them the communities problem. Clovis animal control has duties to perform for our community! Why the hell are they being paid by our taxes when they don't do their job?!

Comment: There is a house in our neighborhood that has a huge cat population at 1604 N. Cindy Ave, Clovis, 93619 (Peach/Teague). A few weeks ago, we saw Clovis PD and Clovis Animal Control out there. A yellow dumpster was placed out there a couple of weeks ago while the grandson is gutting the home. On Saturday night, we saw two ladies feeding a huge swarm of 30-40 cats. We stopped to talk to them. They are a neighbor lady and a family member who said they started feeding them because the cats were starving and they were finding dead cats in their yard. They also had a pregnant cat come into their garage and give birth to 5 dead kittens. Apparently an elderly lady had an indoor cat hoarding situation of 70+ indoor cats and passed away. The grandson was overwhelmed. Clovis Animal Control took the kittens, then told him to let the remaining indoor cats out and that they "would learn survivial skills". I have attached his comments to this submission. He also reached out to Fresno TR for advice, but did not followup with them when they offered suggestions.
The cat colony has been living in the dumpster that is out there. It is a rough situation. I reached out to a few rescue organizations and heard from Fresno TNR. A representative came out on Sunday night and saw 30-40 adult/teenage cats. She identified 3+ pregnant cats and was attempting to trap them to help prevent the colony from growing further. Many of the cats are sick, some are pregnant, and none of them are neutered/spayed. As longtime homeowners in this neighborhood, we are extremely concerned. We need support from the city to address this problem before it continues to grow. We appreciate your time and attention. Thank you.

Comment: There is a cat situation at 1604 N. Cindy Avenue in Clovis. The owner passed away and the advice given by animal control was to "let the cats loose". Well, the person given that advice did and now there are somewhere between 30 and 40 cats roaming the neighborhood. Needless to say, there has been a lot of spraying on houses and additional kittens as none are spayed or neutered.

Comment: There has been an unacceptable response from the City of Clovis animal control in regards to the "Teague colony" of cats located on 1604 N Cindy Ave. As a resident of the neighborhood, I have witnessed dozens of cats roaming in groups at all hours, as well as deceased cats in the street that have been hit by cars. Many neighbors have expressed concerns of the estimated 70+ cats, including multiple females that are currently pregnant. The lack of response from the city is going to lead to a population explosion of feral cats in a residential neighborhood.

Comment: The alleged handling of the 70 cats left behind after the passing of a Clovis resident is deeply concerning. If it is true that Clovis Animal Control advised the family to release these animals to fend for themselves, that is not only unacceptable but also inhumane. These cats, likely unprepared for life on the streets, now face starvation, injury, and potential euthanasia if later trapped as strays.
The City of Clovis must take responsibility for ensuring humane solutions for situations like this in the future. This includes working with rescues, supporting TNR efforts, and providing better guidance to families dealing with the sudden responsibility of pet care after a loved one's passing. Ignoring or worsening the problem only burdens the community and leads to unnecessary suffering.
I encourage Clovis officials to listen to the concerns of residents and local animal welfare advocates.
Please prioritize ethical, responsible, and compassionate policies when handling cases like this.

Comment: A woman in Clovis with 70 cats passed and the family was told by Clovis Animal Control to let them outside to fend for themselves. This us unacceptable and wildly irresponsible. Trap, Neuter, Release programs work tirelessly to reduce the amount of feral cats and Clovis Animal Control is actively working against that. Feral cats can spread diseases and dramatically reduce bird populations in an area due to their invasive nature. There are MANY organizations in our area aimed towards cats and more aimed towards pets in general that absolutely would be willing to coordinate an effort (and I'm sure multiple organizations would be willing to work together due to the volume of animals) to spay/neuter as needed, vaccinate as needed, and aid in adopting out these animals to good homes. The responsible thing for Clovis Animal Control to have done would have been to be open and honest with the family and inform them they don't have the capacity for that quantity of animals as well as give them contact information for some of these organizations. It should be required for Clovis Animal Control to keep a list of local organizations that provide aid for animals to provide others with if they are going to refuse to do their job. I understand budgetting for large quantities of animals is difficult and funds are limited but that's why charity organizations exist and your organization needs to be more responsible than giving advice that suggests releasing that large quantity of INVASIVE animals into the wild Supporting Files (2 Max.):

Comment: I have lived in Clovis for almost my entire adult life. I am writing to express my deep concern and disappointment regarding the recent situation in which an elderly woman in Clovis passed away, and her grieving family was reportedly told to put her sick cats outside to fend for themselves. This is not only inhumane but also unacceptable for a city that should prioritize responsible animal care and welfare.
Abandoning sick and vulnerable animals is both unethical and a public health concern. These cats, which were once beloved pets, were essentially left to suffer on the streets, potentially worsening the already overwhelming issue of stray and feral cats in our community. Instead of being provided with resources for rehoming or medical care, they were discarded as if they were disposable.
This situation highlights a critical gap in our city's policies and response to pets left behind when an owner passes away. Clovis needs to implement better measures, such as emergency shelter assistance or coordination with local rescues, to ensure that animals in these situations do not suffer due to bureaucratic oversight or lack of compassion.
l urge the City of Clovis to take immediate action by:
1. **Reviewing existing policies** regarding pets left behind after an owner's passing.
2. **Working with local rescues and shelters** to develop humane alternatives for these animals.
3. **Ensuring city staff is trained** to provide compassionate and ethical guidance to families in crisis.
As a community, we should be striving to do better for both our residents and their beloved pets. I appreciate your prompt attention to this matter and would welcome the opportunity to discuss how we can prevent this from happening in the future.
I know you have read this statement several times over today. Many of us are beyond tired of the terrible treatment of cats in this city. The lack of compassion toward cats from our council members is disturbing and I honestly don't know how you all sleep at night. You all need to do better.

Comment: Subject: Urgent Concern Regarding the Treatment of Cats After Resident's Passing** Dear Clovis City Council,
Seriously? I mean seriously? So the city chooses to turn a blind eye and deliberately make a huge contribution to the problem instead of facilitate a cost effective and humane when such options are available?? Comment: I am so disturbed regarding the recent recommendation by Clovis Animal Services concerning the release of several indoor-only cats. After the death of the owner these cats were dumped outside to fend for themselves. They have been indoor cats with no hunting skills. They came from a warm indoor home to very cold outdoor temperatures with no shelter. CAS recommended to toss them out without being spayed or neutered and without being vaccinated. Can you tell me what was the expected outcome of this inept and heartless recommendation was?? Taken from CAS website; At the heart of Clovis Animal Services is our mission to build a Model Community for Animal Care in Clovis. Our vision is one of a community where animals are safe, healthy, well cared for, and loved. Where our community members are informed about animal care and are involved in the prevention of homeless and lost animals, and where we work together to help animals in need.
The outcome is; Several cats have been found sick and or deceased They cannot fend for themselves and need to be fed which in against Clovis' penal codes. The neighborhood in which they were released is very concerned and upset, one neighbor has even threatened to shoot them.
Animal abandonment is against the law! California penal code 597 - animal abandonment is considered inhumane treatment of an animal which is considered a misdemeanor, punishable by up to six months in county jail and/or a fine of up to $1000.
I now ask Clovis Animal Services to rectify this inhumane action. These cats need to be rounded up immediately and well cared for, as stated in the CAS mission statement. Several rescues are willing to help and would have done so prior to this horrible situation if CAS had taken the time to contact them.
These cats should not have to spend another night dumped out in the cold and without resources (food, shelter, safety, and more!).
The forecast is calling for lots of rain. Please get these cats off the streets immediately.

Comment: I am writing to you today in regard to the 19 cats whose owner passed away. I cannot believe that the city of Clovis chose to just put these defenseless animals out to fend for themselves. They were this ladies pets and she loved them. More importantly they were inside cats and know nothing about fending for themselves selves. That is animal cruelty in the worst way. I am highly appalled at the cruelty you are city officials have displayed in this decision. I will do everything I can to get the word out to the public about what you have done. As far as I am concerned and I am sure others agree this is a criminal act of cruelty to animals and whoever made this decision should be prosecuted to the fullest extent of the law.

Comment: To whom this may concern,
An eldery woman who passed away had approximately 70 cats living in her home and since passing the city told them to put them outside when they've never been outdoors. This is unacceptable to put that many animals outside to fend for themselves. It's not only an animal safety issue, but it's not okay for the environment to place misplaced animals on the streets to figure it out. The cats need rescue, fosters, etc and the way this is handled is completely appalling. There has to be a better way to handle these circumstances for the animals safety and welfare.

Comment: Regarding the lady who had 70 cats. Clovis animal control suggestion that the animals be tossed outdoors to fend for themselves is totally unacceptable and cruel treatment of domestic animals.
Animal control should take steps to find the cats shelter and caretakers.

Comment: We pay our taxes in part to have animal control do their jobs. When an owner passes away animals should not be left to fend for themselves. Clovis AC needs to do something about the population of cats before they become disease vectors.

Comment: I believe it's morally wrong to set house cats free to fend for themselves when they probably never lived outside. What if they can't hunt? Not all cats can hunt. Maybe looking at what is morally correct is better than just finding a simple solution for you and a death sentence for the cats.
And what if they are not fixed? The ones who don't starve to death will repopulate to the point where one or two cats can turn to several hundreds. Does no one care? Supporting Files (2 Max.):

Comment: To the city of Clovis,
I'd like to address the very sad, unfortunate issue regarding Clovis Animal Control's callous, inappropriate, cruel, irresponsible, and unprofessional "handling" of a recent problem regarding cats belonging to an elderly Clovis woman whom recently passed away. This woman was caring for many cats. Too many for family and friends to realistically take care of and/or find homes for on their own.
Therefore, Clovis Animal Control was called to ask for their assistance. The advice given by Clovis Animal Control was to let the cats out and let them "fend for themselves." Not a very compassionate or progressive solution coming from a city that claims to have high standards, as cities go, in the Central Valley. Is letting dead people's cats out into the streets instead of offering help really how Clovis does business? I'm assuming many of these cats are not spayed or neutered and also may require veterinary care. Do you realize how many more cats will end up in this Clovis neighborhood in a few months if these cats are just let out? Is Clovis ok with adding to the existing epidemic of cat overpopulation and sick cats on their streets? Does Clovis not care about the other residents who live in the neighborhood, who most likely if asked would say they do not want dozens and dozens of cats suddenly roaming their neighborhood? Is this really how your city and your Animal Control treat helpless, defenseless animals...not to mention the Clovis residents who called their city for help with a problem. There is always a way to help if there is enough empathy, compassion, understanding, and sense of responsibility. As far as this sad situation is currently being handled I can only deduce Clovis lacks all of these assets when it comes to going the extra mile for both it's two-legged and four-legged residents.
Clovis City and especially Clovis Animal Control should be ashamed. I truly hope Clovis will get a conscious and DO THE RIGHT THING for these cats who are guilty of nothing and now find themselves at your mercy.
Thank you for your time.
Sincerely,
Lisa Gallyer

Comment: Dear Mr. Mayor & Council,
I am writing to express my deep concern and distress over a recent situation that has arisen as the result of a Clovis Residents' recent passing. This resident was an elderly woman who cared for many felines.
Upon her passing, it has been reported that her heirs were advised to put her cats, including those young, sick & ailing, outside to fend for themselves. What were once beloved pets have now been cast out to essentially suffer on the streets. This situation is only 'tip of the iceberg' and adds to the even greater problem we have with canine/feline over population in our City today.
I myself am managing 5 feral/abandoned animals & there are MANY more in my area needing help. I recently trapped/neutered and rescued 4 others. I could go on & on. My point is that Clovis residents should not be called upon to be the, "gap fill measure." It is my understanding that most of our Valley Animal Rescues are full to capacity, yet there are other agencies in California who can & would accept these animals.
I urge You to please act immediately through all means necessary & available to address the weighing & great need for these poor animals. Council, by thinking creatively, finding resources to bring to the forefront- and getting behind this Issue: You as Leaders in our Community, can provide the 'Way forward.' We desperately need Your Help. Let's put the wheels in motion to make positive change from •

Comment: Regarding the elderly lady that passed away, leaving behind 70 cats: it is my understanding that the family was instructed to put the cats outdoors to fend for themselves by a city employee. While I am aware that our shelters are overflowing, this does not help our pet overpopulation problem. We have too many discarded pets suffering and breeding on our streets already. Perhaps a more humane situation would be euthanasia. As much as I cherish all life, I cannot imagine anyone or anything would benefit from 70 starving, over breeding and sick animals roaming our streets for shelter and food. Please reconsider, and do the right thing. These poor animals did not choose to be in the situation they are in, or deserve it. Thank you.

Comment: In response to the lady who passed and left behind her many cats behind. I read that the City Of Clovis animal control instructed the surviving family to leave the cats to fend for themselves, and abandon the animals. I find this very disturbing and very unfortunate for this situation to be handled in such a manner.
Animals are not disposable, and abandoning them is both cruel and irresponsible. Many animals, especially pets, rely on humans for care, love, and sustenance. Dumping them, whether it's on the streets or in a remote area, exposes them to harsh conditions-hunger, disease, predators, and a lack of shelter. They often have no survival skills for the wild, especially domestic animals that have been raised in homes.
Adoption and rescue networks exist for a reason, and they provide options for rehoming animals. By advocating for responsible pet ownership, spaying/neutering, and supporting animal rescue organizations, we can ensure animals aren't left to fend for themselves.

Good Morning,
I am writing to request a yes vote from you to make Clovis a non-sanctuary city. With Fresno being so close and Fresno mayor Jerry Dyer buckling, I realize this will be a difficult task and yet one of great importance. Clovis still needs to do what is right and cooperate with the federal government to remove eople who have broken the law by entering our country illegally, especially those who have broken othe laws such as theft, rape, murder and drugs. Please, join with Mayor Pro Tem Diane Pearce and pass this making Clovis a non-sanctuary city.
Thank you for your consideration.

Keeping our city safe is at the core of Clovis's values. It's the duty of our elected officials to protect us and this invasion of illegals would put our community and it's residents at risk.

Comment: Clovis, CA and the County of Fresno should be DECLARED a NON-sactuary city. From my personal past experience Fresno is home to a number of illegal immigrants who evade police daily, who are involved in illegal activities which endanger our neighborhood which includes our innocent children.
The longtime resident of these illegal immigrants have populated while in our very city and county only compounding the problem. For years the Government has been laxidasical with a consistent law empowering the role of ICE. I stand in my personal belief and experience that illegal immigration should NOT be tolerated nor should these individuals be given ANY handouts.
My personal experience I lived in Mexico for 8 months and was not given ANY handouts from the Mexican government nor was I able to be employed. Living in Mexico as an illegal immigrant was not a comfortable way of life. I was involved with a circle of people that we find in our USA illegally who corrupt our system but who receive handouts hand over fist all the whole our citizens including our Military veterans both past and present are struggling. PLEASE DECLARE FRESNO COUNTY The City of Clovis a NON-SACTUARY status, preserve our country!!

Comment: In recent news Huntington Beach has unanimously decided to become a non-Sanctuary City.
I believe Clovis should follow suit. I think Clovis needs to band together with several other counties and ursue this action. Sacramento need to stop butting into other cities business. I think locals know what's best for their community rather than Sacramento taking on an "authoritarian approach"...they will TELL us what's best for us. Congressman Kevin Kiley is introducing the Freedom to Cooperate Act. I think Clovis should write a letter in support of Kevin Kiley's Act. It's time to take a stand! Supporting Files (2 Max.):

Comment: This is in regards to Mayor Pro Temo Diane Pearce's comments regarding her push to make Clovis a non-sanctuary city. I am a life long Central Valley resident. I also have had the pleasure and honor of working closely with the immigrant community for the past several years as a legal assistant at an immigration law firm that specializes in family petitions and humanitarian programs such as VAWA (abused spouses, children, and parents), and U-Visa (victims of certain serious crimes). It is from these experiences and knowledge that brings me to state my strong opposition to Pearce's proposal.
I can say with full confidence, that many people that are in the United States without legal status are not, as Pearce would like to argue, dangerous criminals. Such a belief is only one you can follow if you have a seriously clouded judgement and misunderstanding of how immigration works. The idea of "Illegals" that Pearce and others have in their minds is a grossly distorted idea of what many people without legal status actually are. In my work, I have met many wonderful people, all of which are active and outstanding members of their communities. In reality, they are no different than you or I. They work to feed their children, pay bills (and taxes, contrary to popular belief), and make an honest living in their careers. The only difference between them and I are the fact that I was born in the United States, while they were not.
Such disparaging comments by Pearce are especially disappointing to hear, given that one of the strengths and beauties of the Central Valley is our rich and diverse immigrant community. Even from a purely economic standpoint, such anti-immigrant policies would only harm the Central Valley, which relies heavily on immigrants for labor within the agricultural sector.
If the concern is making sure people enter the U.S. lawfully, then push to give people viable, legal paths to immigration rather than supporting administrations that do everything they can to destroy them. It is for these reasons I am strongly opposed to the proposal of making Clovis a non-sanctuary city.

Comment: Here it is 3:00 pm on Tuesday February 4th and I just heard about the idea of having Clovis become a non-sanctuary city. I wholeheartedly agree with this idea! | love Clovis and our way of life. Part of the reason is the fact that our town is considered to be a conservative area.
Being a Republican in a Democratic controlled State, I feel as though my voice is never heard or represented. Our governor and legislature have passed so many laws that go against my every belief. The last four years have allowed illegal immigrants to flood over our borders. Millions have come across and are living among us. Our tax dollars are not able to sustain the cost involved in taking care of all these people. In fairness to the American Citizens, these people need to go back to their home countries. If they are unwilling to leave, they must be deported.
We have to support our border patrol and law enforcement to get this accomplished! In making Clovis a non-sanctuary city, I believe that those people who need to leave will be more likely to go.
Thank you.

I recently read that you are trying to deem Clovis city as a non-sanctuary city. I disagree with your proposal. I think it is in the best interests of public safety to follow and comply with state law. What you are proposing is going against the law, that is unthinkable. "The California Values Act (SB 54) ensures that no state and local resources are used to assist federal immigration enforcement and that our schools, our hospitals, and our courthouses are safe spaces for everyone in our community." Comment: Diane Pearce, per her Facebook page identifying her as "Clovis mayor pro tem," says she will introduce a proposal for a future agenda item which would declare Clovis to "not be a sanctuary city." There many things we can declare ourselves to be ... or not to be. What is the question? It appears to be a bogus solution in search of a problem, something Pearce has so far excelled at. At best, the suggestion is gratuitous if provocative, and its underlying tone is hateful.
Clovis has long been by reputation an unwelcoming city. Declaring Clovis now to be a "non-sanctuary city" sends an unequivocal message that certain people will be unwelcome and subject to heightened surveillance and punishment. Policies per what Pearce is proposing can erode community trust, encourage racial profiling, and create an atmosphere of fear where people are too afraid to report crimes, seek medical care, or engage in civic life. This hostility not only harms immigrants but also weakens the social fabric, making the community less safe and more divided.
We had a chance as a nation to reform immigration policies in Congress in 2024, but the bipartisan proposal was scuttled by those who sought to stoke and exploit division and fear.
Meanwhile, Pearce's disingenuous proposal will do nothing to address real issues or build community.
It's a destructive and frankly stupid idea, and my hope is that common sense will prevail at tonight's Council meeting, and that others will reject it.

Comment: We are in support of the City of Clovis becoming a non-sanctuary city. My husband and I are unable to attend the city council meet, however, I wanted to email you to let you know that my husband and 1 100% support that idea moving forward.
We believe we have to at least try and fight for our cities safety no matter what state officials say. With prayer and putting this fight into God's hands strength is on our side. Just look at our most recent election.

Comment: There has been much talk about SB 54 as of late. Today I emailed the city manager asking him if at any time Clovis PD, the city of Clovis, or any agents or employee there of, have at ANY time NOT complied with ANY federal LEO request because of SB 54. I feel this question has merit as no more than a few months ago, while experiencing the highest cost of living and inflation in my lifetime, the city of Clovis asked for more money in the form of measure Y. Measure Y was sold to the citizens of Clovis as vital to maintaining public safety in Clovis. It would be a betrayal of the peoples trust if Clovis PD and the City of Clovis were found to be only enforcing public safety laws that they found politically convenient. I want to encourage you to stand tall, do not fear those tyrants in Sacramento, you do not answer them nor are you beholden to them. You answer to and are beholden to the citizens of Clovis. Thank you for your service to our great city.

Comment: Lady died 70 cats left behind. Family asked Clovis for help they told them just let them out to fend for themselves. Many died. Many had kittens and kittens died.
What a shame. Shame on you Clovis!! Something needs to be done about this disgrace and the future issuers as well. Sad

Comment: I support Diane Pearce's efforts to make Clovis a non-sanctuary city. I believe it is unfair to ask taxpayers to fund services like healthcare, education, law enforcement, and social services for individuals who are not legally in the country. This places an undue burden on citizens and legal residents who pay taxes and abide by the law.

Comment: I am writing about the proposal to turn clovis into a non sanctuary city. This violates state law and sends the wrong message to our neighbors and community members. With attacks on immigrants coming from the federal government, it is more important than ever that we stand in solidarity with the immigrant community, whether they are documented or not.

Comment: Dear Clovis City Council Members,
I am writing to strongly oppose the recommendation of designate Clovis as a non-sanctuary city. This decision does not reflect the values of inclusivity, safety, and community that makes Clovis a thriving and welcoming place.
Policies that restrict sanctuary protections can lead to increased fear among immigrant communities, discouraging individuals from reporting crimes, seeking medical care, or engaging with local law enforcement. This ultimately makes Clovis less safe for everyone. Furthermore, such a stance may negatively impact Clovis' reputation, deterring businesses, workers, and students who seek to live in a community that respects all its residents.
I urge the Council to prioritize policies that foster trust between local government, law enforcement, and all members of our community, regardless of immigration status. Divisive measures such as this proposal do not serve Clovis best interests and fail to recognize the contributions of immigrants to our economy and society.
Please reconsider this recommendation and choose a path that upholds the values of compassion, inclusion, and safety for all.
Sincerely,
Renee Ramirez

Comment: Making Clovis a non-sanctuary city is damning your community. Tell me you're racist without telling me you're racist: Clovis is already known for being unwelcoming for people of color.
So many people would be affected by this, and there is already fear and worry with the ICE/Border Patrol running through the rural communities. Also with Social Services for Fresno County being in Clovis, this would leave many people fearful to access the support that they need. This doesn't just mean foodstamps or medi-cal, but also child welfare and foster youth of the community as well.
There are already business boycotts starting, and the city of Clovis will be right there on the list of places to stop spending money in.
You would be mistaken to move forward with this plan.

Subject: [External] Non sanctuary?
Dear Lynn,
I didn't realize that non sanctuary was an issue so | ask that you vote down the measure that the mayor is supporting.
We know that real criminals come across the border and they should be arrested before they commit crimes but blanket deportation takes away many hard working migrants.
Think about families working the farm fields, the housekeepers, both residential and commercial, janitors and many others.
We see how ICE does round ups and their quota system. Yes immigration laws need to be revamped but until that's done we need to protect law abiding, hard working immigrants and their families.
Thank you for your time and I look forward to your reply.
Chris

Subject: [External] No Anti sanctuary city
Dear Council Member Ashbeck,
I wanted to let you know that I oppose Clovis becoming an anti sanctuary city.
Studies show that undocumented immigrants commit crimes at a lower rate that our citizens. They make up 50% of our field workers. How can our economy continue and our Clovis way of life without them? It won't. If we had reasonable immigration policy that didn't take decades to enter the country legally things might be different but we cannot send these good hard-working people away because of fear without impacting all of us. We are called upon to help the stranger in need. If you do this you also threaten legal challenges by the state and this could put city employees and others at legal risk. Please do not make Clovis an anti sanctuary city.
Sincerely, Clara Nimer
