Comment = I'm writing this with great sorrow as I must file a formal complaint against Bethany Barube, Ashlee Winslow, and Amy Hance. I have been denied due process, I have been berated and intimidated, and I have been retaliated against for trying to file 1) a safety issue in the senior center putting participants at risk, 2) a workplace violence incident where I was verbally attacked and threatened by Bethany's super VIP's. I have been subjected to repeated abuse by Bethany and Ashley and have suffered in a hostile work environment for the entirety of this calendar year.
In February, I tried to talk to Bethany about her desire to have my students teach my fitness classes in my place if I call in sick. I informed her this is unethical, unsafe, and creates a liability issue for the city. She began to argue with me and tell me it's not my place to speak. I then heard from my coworkers that she was going around trying to get dirt on me so she could fire me. She subsequently told me I have a proven reputation for making myself a nuisance.
She has ignored additional attempts to report other safety issues at the center leaving the participants at risk of injury. There have been 6 separate incidents of significant injury on the treadmills just within the 5 hours per week that I work in the fitness room. People will come in, get on the treadmill and unknowingly press the 10 or 12 mph speed button on the treadmill. I've had people fly off the back, thrown to the floor, I even had one lady that was thrown down that grabbed hold of the sides of the machine and the moving belt was causing her head to bob up and down against the machine leaving her with road burn down the side of her face. I was repeatedly told that use is at their own risk and to not worry about it.
Three months later I was conducting my gentle yoga class in the main hall. We were doing our starting meditation to clear our mind and body. Javier brought 2 women into the hall in the middle of my class.
They were standing on the stage in the front of the auditorium and speaking very loudly and disrupting our class. I had multiple participants indicate they weee unable to participate because of the disruption. I went onto the stage and asked the women if they could talk quietly or take their conversation into the hallway because they were disrupting our class. They immediately started yelling at me, threatening me, and telling me they had the right to do whatever they wanted and I needed to shut up. I asked Javier to please help by taking their conversation into the hallway and he refused saying it's his job and I have to deal with it. The women refused to stop yelling and threatening me. One of the participants had to get up and stand between them and me so I could get through the door and report them to the front desk. When I tried to report the incident to Bethany she told me Javier had already told her I was rude and started the situation by asking them to speak quietly and she refused to take my report. I told her I had 25 participants that witnessed the situation and I wanted to present evidence that validated my complaint.
She told me that those people have alliances with me and would lie for me so she's refusing to consider their statements. I told her that's a violation of due process and she said it didn't matter she had already investigated this and determined I was at fault. I insisted she acknowledge my witnesses and she told me I am officially forbidden to talk to them or get written statements or I would be fired. She then proceeded 1 to talk to my coworkers belittling me and looking for cause to fire me.
At this point she started creating issues to interfere with my ability to work. One day I came in and she had sent a message to all my students telling them my class was canceled so no one would show up for class and my attendance numbers would look bad. My classes would disappear off the schedule so my students could not sign up or sign in for class. Fake classes would appear on the schedule so people would sign up for class and come to the center when I was not there. This has been a constant battle.
When Amy came in to interview the employees after the complaint to city council I was very excited because I thought there was hope and I would be listened to. I again brought up the violent attack | suffered and said I wanted to file a complaint. Amy told me they already investigated it and decided I'm a liar. I told her there was no investigation because due process was denied and I was not allowed to present witnesses. She told me I am not to speak to anyone about this and that's city policy. I would be violating city policy if I tried to talk about and push this further. Amy ignored everything and said and told me I need to learn to live with Bethany's bad behavior. Sending Amy to investigate Bethany is tantamount to asking the Queen to investigate whether the King is a tyrant. For the past year Amy has stonewalled every attempt we have made to file complaints about Bethany and her abusive behavior. Her refusal to allow us to file complaints or get relief has put the city in the position of being sued for hostile workplace, discrimination, retaliation, denial of due process, and abuse of the employees.
In the past week Ashley and Bethany have been on the warpath again nitpicking everything | do. In the interview with Amy I discussed how the current scheduling system has caused a problem for people to sign up for my classes that have limited spaces available. Allowing signups months in advance for fitness classes does not work. People are flaked with fitness classes and cannot accurately determine which they will be taking months down the road. However due to the fact that my classes are impacted, people with money to spend will sign up for everyone of my classes months in advance to ensure themself a spot. I have people on the roles that haven't come in 3 months and people that want to come that can't get in. This has caused them to try and crash the class. I will have 10-15 people show up for an 8 person class and am forced to pick and choose. This would be resolved by limiting scheduling to one month at a time. Bethany refused my request and said to just let 10-15 people participate. I said that's not acceptable as we don't have the equipment for a class that big and it would create undue stress on me to try and manage that many people. The following week the class schedule had been changed to allow 10 people to sign up. When I confronted them about this I was targeted for being a nuisance again. They called me into their external conference room to discuss things with me. Removing me from the office is their way to ensure no witnesses are there to validate the belittling and intimidation. I told them that | do not feel safe meeting with them alone and demand my right to have legal counsel present for any interactions with them. They have not taken me up on that option at this point.
The continued abuse and intimidation must not continue. This violates city policy, it violates state law, and it violates my rights, and constitutes unfair labor practices. It has caused undue pain and suffering in my life. I can't sleep through the night, I'm constantly stressed, I've gained weight, my health has suffered, my relationship is strained.
I am not the only one that has suffered from her hostility and rage. Jim Ray, Moni Randolph, and another employee (that is not ready to speak because the trauma is so fresh) that was recently forced to quit because of the constant berating and abuse as well as the countless people that have cried in your chambers begging you to help have all shared the same stories of abuse and intimidation. Stephen has been forced to move his office out of the building to escape the hostile environment. Amy simply stonewalls any complaints and refuses to stop the abuse. You have allowed a monster to sieze control of the senior center and use that power to systematically torment and abuse the employees as well as the participants at the center. For months you have ignored the real problem and let this group of women continue to abuse innocent people. Your refusal to remove them immediately has made the city culpable in their behavior and the abuse of innocents. Any further refusal to remove these ladies from power will 2 force us to take legal action against the women, the center, and the city. We no longer have a choice. The council must immediately remove Bethany Barube, Ashlee Winslow, and Amy Hance from their positions to immediately stop the abuse and allow the healing to begin. Furthermore those employees that have been forced out or forced to quit must be immediately reinstated, and then we must start discussions on how we are going to make the victims whole again. Thank you.

Comment = l urge the Council to support Prop 50, and I urge every Clovis voter to vote YES on Prop 50 this Nov 4.
Prop 50 is a temporary, urgently needed, emergency safeguard to counter Trump's election cheating. He recognizes that he and his party cannot win on merit—polling shows he is deeply unpopular with a large share of the public. According to a recent AP-NORC survey, only 39% of Americans approve of the job he's doing, while 60% disapprove.
The Economist/YouGov tracker shows his net approval has plunged to roughly - 18 (i.e., 18 points more people disapprove than approve).
Also, in the latest Echelon Insights poll, his approval is about 45%, with disapproval at 53%, placing him at a net -8.
Because voters reject him, his policies, and his compliant Republican colleagues, he's resorting to state- level, rigged, partisan mapmaking to steal representation.
In Texas, Republicans just rammed through a mid-decade redistricting that eliminated five Democratic districts, including TX-18 in Houston, where a decisive special election will take place in just weeks.
California cannot allow Trump's allies to lock in control of Congress by this dishonest manipulation. Prop 50 strengthens California's independent redistricting process and prohibits partisan gerrymanders. If passed, it will become a national benchmark for fair maps and a forceful message that we will not sit by while democracy is trashed.
If GOP mapmakers succeed in Texas and elsewhere, they will secure their House majority before votes are ever cast. But if California voters pass Prop 50, we will affirm that maps must be drawn for voters, and not for partisan advantage via the flagrant cheating of Trump and the GOP.
We wouldn't need Prop 50 if Trump and his compliant GOP could participate in elections honestly.
Hence, I ask you to please support a YES vote on Proposition 50.

Comment = | urge the Council to support Proposition 50, and vote YES on Prop 50 on November 4.
Redistricting is traditionally done every 10 years after the census is conducted. This time Mr. Trump has asked Texas to break with tradition and not only redistrict at the 5 year point but to give him five more Republican districts. Kind of like his call to Georgia to give him a bunch more votes after the 2020 election. He knows no shame.
Prop 50 is a temporary, emergency safeguard to stop Trump's attempt at a flagrant election distortion.
Texas Republicans responded last month and bowed to Trumps command and cooked the books so to speak and rammed through a map that erased five Democratic districts.
We cannot tolerate this distortion in our national election process and California responded to balance this flagrant attempt to highjack the next national House elections. Our answer is Prop 50 where a one time redistricting is to be conducted to generate five more Democratic House seats. We do not like this and will go back to our independent non-political committee at the next election. This independent committee is how we would like all states to conduct redistricting, but we do not live in a perfect world.
If California voters succeed, we will balance the election process and let the people decide who we elect.
I encourage you to support a YES vote on Proposition 50.

We must preserve DEMOCRACY and not bend knee to Trumps dictatorship agenda.
When politicians at every level bend knee to a corrupt government, it gives them more powers to manipulate and control everything and everyone.
Remember your oath to constituents to protect and serve....NOT to bend and submit to authoritarian tyranny.
California must show unity against the actions of sending national guard and military and ICE against the citizens of California and the country. You are better than that and California is absolutely better that.

Prop 50 is a temporary, emergency safeguard to interfere with the flagrant election cheating being done by some states at the behest of President Trump. Right now he is demanding, and getting, Republican legislatures in Texas and other states to redraw congressional district maps mid-decade, for the purpose of wiping out Democratic seats by increasing Republican seats.
Just last month, Texas Republicans rammed through a map that erased five Democratic districts, including TX-18 in Houston, where a critical special election takes place in just weeks. California cannot stand by while Trump and his allies rig the next decade of congressional elections.

Support a YES vote on Proposition 50. It is a temporary solution to election interference. At the next national census, the California redistricting committee will once again be in use. I'm sure you will agree that our nation must be governed by two parties so no one party runs the complete show. That is a dangerous proposition for everyone. Thank you.

I am writing to urge the City Council to support Proposition 50. I am asking all Clovis Voters to Vote YES on Prop 50 on November 4th, 2025.
Prop 50 is California's response to President Trump's flagrant election manipulation. He is demanding Republican legislatures to redraw congressional maps, and they are capitulating. California's legislature is asking Voters to approve the temporary redrawing of congressional districts to counteract Trump's attempts to cheat the system.
The President is withholding Congressionally approved funds from the State that would help increase jobs for Californians. Prop 50 will help ensure democrats retake the House of Representatives and ensure that we (Californians) have representation to stop Trump's abuse of Power! Support and Vote YES on Proposition 50.

Comment = 4 years, 9 months ago, during an hour-long conference call, then U.S. president Donald Trump pressured Georgia Secretary of State Brad Raffensperger to "find 11,780 votes" and overturn the state's election results from the 2020 presidential election.
Two months ago, July 15, 2025, Donald Trump pushed Texas Republicans to redraw the state's congressional maps to create more House seats favorable to his party, to help the GOP retain control of the chamber in next year's midterm elections.
August 23, 2025 Texas passes midterm redistricting sought by Trump.
Proposition 50
Proposition 50 is Californians telling Trump "NO!" you cannot steal elections by manipulating red States to find votes.
Vote YES ON 50!
Proposition 50 is a simple counter-measure that shows that Californians will not stand idly by while cheaters using cheap tricks attempt to destroy the democratic process. Vote YES ON 50! Voting "YES" does not take away the rights of anyone. Rather, by voting "NO" on proposition 50, you undermine the democratic process.

This quickly turned into an obvious MANAGEMENT ISSUE
I have had MEMBERS, VOLUNTEERS & STAFF confide in me - 1 who resigned ADMIN/CITYMGR COMMUNITY STEPPED UP - offering up time & space

These are all great, and Jim is happy to be working, but none of these are permanent solutions. Jim is a Senior Citizen, a CLOVIS resident, a Vietnam Vet who was basically evicted/displaced. Traveling from place to place, trying to make ends meet because we live in California.

"Our citizens should never be dissuaded from approaching us, we want that. We serve the people"
Let me remind you of how this started. It started with Jim Ray reporting a safety issue to management a month prior to his departure. This issue was not taken seriously and instead of fixing the problem, he was ridiculed, mocked and laughed at.
Jim was called a LIAR and THREATENED about going to city council September 16
"do not think you are not being heard, and do not think that we are not following up with staff" STAFF IS THE PROBLEM employees were interviewed by THE PROBLEM Every time something is brought up at council, it's quietly "fixed" the next day. The problems are still there, it's MANAGEMENT

PLEASE PUT US ON THE AGENDA
Waxing a laminate floor is not recommended and
creates a cloudy, sticky residue that dulls the
finish, makes it harder to clean, and can even
damage the protective wear layer. Unlike
hardwood, laminate does not absorb wax and the
finish does not need additional protection, making
waxing unnecessary and potentially voiding the
floor's warranty. Instead, stick to sweeping and
damp mopping with a laminate-specific
cleaner.
Why Waxing is Bad for Laminate Floors
• Residue and Buildup: Wax sits on the
surface of the laminate, not absorbing into
the material. This creates a sticky residue
that traps dirt and makes the floor look dull
and dingy.
• Damages the Wear Layer: Laminate floors
have a protective wear layer that is already
sealed and doesn't require wax. Applying
wax can break down and damage this
protective layer, making the floor more
susceptible to scratches and other forms of
damage.
• •
• Increased Slippery Hazard: The wax
creates a slippery surface, posing a safety
risk, especially in homes with children or
pets.
• Hard to Remove: Once applied, wax is very
difficult to remove from a laminate surface
without using special, harsh stripping agents
that can further damage the floor.
• Voids Warranty: Most manufacturers
explicitly state that using wax or polish can
void the laminate floor's warranty. ®
How to Properly Care for Laminate
Floors
• Regular Cleaning: Sweep or vacuum
regularly to remove loose dirt and
debris.
• Damp Mopping: Use a damp (not wet) mop
with a laminate-specific cleaner for routine
cleaning.

I'm writing this with great sorrow as I must file a formal complaint against Bethany BarubeN/CITYMGR Ashlee Winslow, and Amy Hance.
She then proceeded to talk to my coworkers belittling me and looking for cause to fire me.
I again brought up the violent attack I suffered and said I wanted to file a complaint.
In the past week Ashley and Bethany have been on the warpath again nitpicking everything I do.
I told them that I do not feel safe meeting with them alone and demand my right to have legal counsel present for any interactions with them.
Any further refusal to remove these ladies from power will force us to take legal action against the women, the center, and the city.
Thank you.

Re: Surface Transportation Board Docket No. FD-36873, UPRR Merger Application Dear Mr. Secretary,
I write for myself only, and not on behalf of a client or professional organization to which I belong.
In my opinion, the Administration ought to support the proposed UP-NS merger, on certain conditions, which I've mentioned in the following Letter to Editor of Gilroy Dispatch, Morgan Hill Times, and Hollister Shippers and receivers in California, especially ag shippers of perishable commodities, would benefit from increased intermodal options, and thereby spread benefits to other sections of the Country, e.g., East Coast, South East, and Eastern Canada, for receivers/consignees of those shipments, which are time-constrained with relatively short shelf-lives.
I believe that it is possible to solve California's high speed rail issues by resorting to private- sector solutions. Our Class One railroads are the envy of the World. The people of the Nation, especially hard-pressed California taxpayers, would benefit if we have the Administration's support for a viable solution to HSR in California, by greater utilization of intermodal service.
Respectfully,
Joseph P. Thompson

Dear Editor.
Yesterday's Federal Register (see attached) notice of Surface Transportation Board Docket #36873 regarding UPRR
proposed merger with NS opens a rare window of opportunity for those who seek sound, sustainable transport solutions.
As with past rail mergers. the government can impose conditions, e.g.. union employee protections, trackage use agreements, etc., as we saw with the SPRR-UPRR merger in 1996.
So, when California shippers face truck driver shortages, they look for the nearest intermodal options. At present, for the Central California Coast Region, and SJV, they have UPRR's Lathrop Intermodal Facility, and a BNSF one in for their shipments to North American Continent destinations, e.g.. East Coast, Southeast, Eastern Canada, etc. They enjoy truck-competitive service, and at 40%-on average less freight charges. We have cleaner air, and less road congestion.
When WyoDOT shuts down I-80 due to "white-oul" conditions on the high plains, ag intermodal trailers and containers
roll on thru North Platte, the largest classification rail yard in the USA, like we used to see with the "Salad Bowl Express"
from Salinas to NYC, via SP-Ogden-UP-Council Bluffs-CNW-Chicago-PC, with a guaranteed 7th day arrival for California
ag shippers and their customers.
Our Class Ones (UPRR and BNSF) are doing it today in 3 days.
So, as a condition to approving the merger, the government could impose conditions, e.g., intermodal facilities (formerly "Piggyback Ramps") in all ag Counties in California so local drayage could get those shipments to a nearby intermodal facility, reducing air pollution and highway congestion.
In exchange UPRR can have the partially--completed infrastructure that CAHSRA has constructed Put CAHSRA in a liquidating Ch. 9 bankruptcy, cancel all burdensome contracts, sell at auction anything salable.
Creditors' claims paid by the Ch. 9 liquidating trustee, otherwise all debts cancelled. Have the trustee pursue transters for the benefit of creditors in liquidation.
Government ought not allow this opportunity to go lo waste. That goes for local government, too.
Caveat viator.
